- REQUEST for INFORMATION (RFI)--Medical Resources System (MRS)--The government is seeking small business contractors that have the ability to provide the following disciplines: subject matter expertise in database maintenance, systems analysis and design, maintenance of automated programs to monitor performance; programming/enhancing/debugging systems, development of reports, training and technical manuals; analysis of user needs to determine functional requirements, functional and technical testing, user education and training, field assistance, network connectivity issues, and computer operations support in the implementation and follow-on customer support of the following systems, to include but are not limited to, the Expense Assignment System internet (EASi) Version IV, the Third Party Outpatient Collection System (TPOCS), Coding Compliance Editor (CCE), and the Air Force Medical Omnibus Web Applications Pool (AFMOWAP) that consists of multiple servers running various operating systems, applications, and database software. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the 554 ELSG/SBG in developing an acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensiti! ve information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. Responses are to be submitted via email to russell.carruth@gunter.af.mil and raymond.mccain@gunter.af.mil by 4:00 PM Central Standard Time (CST) on 17 December 2009. This is an information gathering effort only and if further procurement action is taken, additional publication(s) will be done as required. Ensure each of the capabilities is addressed separately and in the order listed in paragraph 3 below. Please limit your response to a maximum of fifteen (15) double-sided pages with font no smaller than 11 pt. 1.Background-Headquarters 554th Electronic Systems Group, Medical Information Systems Branch (HQ 554th ELSG/SBG) supports the Air Force Surgeon General's strategic initiatives by providing the Air Force Medical Service support and solutions for medical Information Management/Information Technology (IM/IT) problems. The mission of the Medical Information Systems Branch (SBG) is to direct and coordinate the acquisition, development, and sustainment of information management systems in support of medical business practices. SBG also provides life cycle management for standard medical management information systems located at approximately 74 Air Force (AF) medical treatment facilities worldwide. Finally, SBG develops and assures compliance with policies, directives, plans, and procedures for the control of all system procurement, development, and maintenance activities. 2.System Overview--The Medical Resources System consists of the following applications:a.Expense Assignment System (EAS) is a Department of Defense (DoD)-directed system that allows the collection and upward reporting of expenses, workload performance, and hours expended at medical treatment facilities.b.Third Party Outpatient Collection System (TPOCS) is a DoD system that allows for the medical treatment facilities to collect insurance dollars from DoD beneficiaries covered by other health plans.c.Coding Compliance Editor (CCE) is a DoD system application that audits and verifies ambulatory coding and compliance based on documentation of care provided in the medical record.d.AFMOWAP is comprised of a multitude of small medical functional systems built on ColdFusion. AFMS Web Services employs an n-tier architecture consisting of a web browser (or client) connecting to a web server front-end which connects to a database server. The following is a brief description of each of the applications that compose AFMS Web services:a. Air Force Reportable Events Surveillance System (AFRESS) identifies, collects, documents, manages, and tracks information on selected reportable adverse health events among Air Force personnel and their dependents in order to meet current and future state, national, service, and DoD reporting and surveillance requirements.b.Aeromedical Information Waiver Tracking System (AIMWTS) is an Internet application that centralizes all medical waivers and exceptions to policy (ETP) into a single data repository that facilitates user access from over 100 military locations worldwide.c.Executive Facilities Information Tool (EFIT) is a web-based application designed to facilitate the Health Facilities Division's (HFD) management of Air Force-wide medical facility-related data.d.Medical Facility Assessment and Compliance Tracking System (MedFACTS) provides a self-assessment capability and compliance tracking tool for sharing notes, research, and collected assessment information with other team members.e.Military Health Service (MHS) Population Health Portal (MHSPHP) provides information that optimizes the care given in DoD medical treatment facilities. MHSPHP enables caregivers to quickly identify patients that may need clinical prevention services.f.Manpower Requirements Toolbox (MRT) is a consolidation of database application models that support the United States Air Force, Office of the Surgeon General, Manpower Division assessment of the medical manpower needed by the Air Force Medical Service in developing the Program Objective Memorandum (POM) and Amended POM (APOM).g.Physical Examination Processing Program (PEPP) manages and tracks physical examination actions for Air Force flying personnel, special operational duty personnel, and applicants for these duties.h.Refractive Surgery Management System (RSMS) automates the existing manual process that USAF LASIK and PRK) staff members use at the various treatment facilities. It tracks laser eye surgery that will be, or has been, provided to aviators, war fighters and selected members whose military occupations make them eligible.i.Radioactive Materials Management Information System (RAMMIS) is a web-based application that addresses the administrative and management needs of the AF Radioisotope Committee Secretariat's staff members at various AF bases.j.System Change Request Application (SCRA) is used to gather system change request from users of hosted applications. Also used to manage & track the systems change request throughout the update cycle.k.Substance Use Assessment Tool (SUAT) is an automated assessment tool to be used in all Alcohol and Drug Abuse Prevention and Treatment (ADAPT) clinics to assist ADAPT personnel in their daily clinic activitiesl.Suicide Event Surveillance System (SESS) is an Intranet-accessible database system including demographic variables, event characteristics (date, time, method used, substances used, and so on), and risk factors (marital, financial, legal, and other problems) where feasible (i.e., active duty, dependents, and retirees).m.Web Register is a tool developed for the Air Force Surgeon General's office to create a medical symposium web site to allow personnel to register for a conference. The Web Register provides registrant tracking, builds registrant badges and report capability. n.Survey Web is a customizable Commercial-Off-The-Shelf (COTS) information collection tool that provides all AFMS organizations with the capability to conduct approved surveys on the Internet. o.Expense Assignment System, Personnel (EAS-PW) is an Air Force time reporting program. The output file created in EAS-PW is fed into the EASi IV systems to compile the workload, expense and manpower data used by medical facilities for health care management purposes. Resource management office personnel input data.3.Description of Capabilities -In identifying your company's experiences include your ability to team or partner in those areas where you have not directly performed the work or directly associated with the functional understanding of the Medical Resources System. --a.Identify any experience installing/reinstalling software on server and client workstations, to include but not limited to Business Objects 10i, Oracle10g or higher, Windows Server 2003, Sun Solaris 10 or higher, EASi, TPOCS, CCE and AFMOWAP. b.Identify any experience using EASi, TPOCS, CCE, Web services, and AFMOWAP applications or similar type applications.c.Identify any experience installing local area network requirements and configurations.d. Identify any experience providing functional and systems administration instructions and hands-on training to user personnel where EASi, TPOCS, CCE, and AFMOWAP or similar type applications are installed to include security awareness and client server information. e.Identify any experience providing (medical systems) customer support and field assistance to include: (1) responding to trouble calls received from the (Medical) Help Desk or directly from the field; (2) identifying and resolving reported problems by providing an immediate solution or temporary workaround until appropriate corrections can be made; and (3) troubleshooting associated medical systems interface and migration programs. f. Identify any experience with updating or developing program documentation/architecture views in accordance with the HQ 554 ELSW Software Engineering Process (SEP) http://public.gunter.af.mil/applications/sep/menus/Main.aspx or your company's systems engineering process. g. Identify any experience with the following office automation software used by the SBG office; i.e., Office 2003/2007, Office XP/Vista, including Microsoft Word, Excel, Project, Access, Microsoft PowerPoint, Photoshop, Snag-It, Visio suite, Merant Tracker, Serena, Remedy, Quality Center, Standard desktop Configuration, and with the federal Desktop Common Configuration (FDCC).h. Identify any experience with each of the following Development/Support/Administrative Tools: Oracle 10g or higher, SQL, JAVA/J2EE, HTML, CSS, Extensible Markup Language (XML, Portable Document Format (PDF), Javascript, AJAX Methodology, DREAMWEAVER, ColdFusion, Adobe Report Builder, TOAD, SQL Developer, Open Office Project, Netscape, Solaris 10 or higher,.NET Carepoint, SQL server, Quick Test Pro, and Windows Server 2003.i. Identify any experience preparing and providing system documentation to include but not limited to training and technical manuals, configuration management plans, requirements documentation, Software Design Specification documentation, test scripts, and test plans.j. Identify any experience providing database administration support and training. k. Identify any experience gathering requirements and documenting such requirements.l. Identify any experience providing system analysis and design support.m. Identify any experience providing programming to enhance or develop systems and trouble shoot as needed. n.Identify any experience providing software solutions that are IPv6 capable and able to integrate with other IPv6 capable products, to include an IPv6 capable system capable of receiving, processing, and forwarding IPv6 packets and/or interfacing with other systems and protocols in a manner similar to that of IPv4 ensuring current system functionality maintains interoperability with IPv4 systems/capabilities. o.Identify any experience analyzing user requirements to determine functional requirements.p.Identify any experience providing functional and technical testing.q.Identify any experience providing maintenance of automated programs to monitor performance of systems, network connectivity problems, problem solving and correcting deficiencies. r.Identify any experience with developing application software (for the medical community) within the DOD. s.What is your CMMI certification level?t.Identify experience maintaining and updating Oracle 10g or higher databases, Oracle Application Server, and PL/SQL, including installation and database replication in accordance with industry standards.u.Identify any experience analyzing, writing, and correcting Structured Query Language (SQL) statements, Procedural Language/SQL, and Pro C utilizing SQL Developer 1.5.1.v.Identify any reachback capabilities available to respond to surging manning requirements, replacements, to include consultantation expertise for employees and training. w.Describe ability to analyze and manage system level patches such as TCNOs, IAVA, and system alerts. x.Describe configuration management, development, and test processes to include software tools used to manage each process. y.Identify any management tools used to track and trail requirements through the software development lifecycle. z.Identify your company size status and small business type.
