- THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALThe Department of Veterans Affairs is seeking potential sources to provide Mental Health Utilization Review Services for the VA Health Administration Center. The purpose of this contract is to obtain a comprehensive, effective system for utilization review, authorization and benefit management of mental health services provided in outpatient, acute inpatient, partial hospitalization, and residential treatment settings to beneficiaries of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). Services provided at VA Medical Centers, including outpatient clinics, are exempt from mental health review under this contract. Beneficiaries must meet the eligibility criteria. The contractor shall provide effective and timely monitoring of mental health services covered under the CHAMPVA policy. The Contractor must not only be proficient in administering a utilization program for mental health services and collecting, analyzing and reporting utilization data, but must also have the ability to analyze benefits and current practices to recommend changes for quality improvement and cost effectiveness of the CHAMPVA mental health benefit. The objectives of the contract are to (1) Provide active management of the CHAMPVA mental health benefit; (2) Employ state of the art concepts and techniques of utilization review; (3) Ensure consistency; and (4) Collect and apply data to analyze utilization of the CHAMPVA mental health benefit, understand characteristics of the CHAMPVA beneficiaries and identify law, regulations, policies and procedures needing change to improve quality and service. The VA-HAC is considering adding Disease Management and/or Intensive Disease Management to its requirements.
