Description
This is a Sources Sought Synopsis announcement; market survey for information only. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers Europe District is seeking expressions of interest from qualified Contractors to perform work for Remediation and Contaminant Mitigation Services for a variety of media including groundwater, soil, surface water, drinking water, air, and buildings. Techniques vary, but may include in-situ methods, ex-situ methods, removal, natural attenuation, physical, chemical, or biological processes, or any combination thereof. The specific requirements are site and contaminant dependent, and are defined during site assessment, investigation, and/or scoping, and frequently require prompt action due to mission, legal, environmental, or health protection issues. Both US and Host Nation Laws must be considered in performing this work. The objective of the contract is to provide environmental support to NAUs current and potential clients. Generally, work will be performed for the European Command (EUCOM), where U.S. Army Europe (USAREUR) installations are located however, this could be extended to areas covered by other Department of Defense agencies, and/or other U.S. Government agencies or partners. Although there are no restrictions as to the percent distribution by work locations, the majority of the work for this contract is expected to be in Germany, Italy, and other countries including Belgium and the Netherlands. This contract will allow work at other installations (Army or otherwise) in support of environmental activities Europe-wide. The contract will not be limited to these areas, nor to the US Forces, but may be used wherever US Forces or other governmental agencies are involved in supporting actions within NAUs AOR or where NAU is asked to provide support. The contract will allow, but not compel work in Eastern Europe (e.g. Poland, Czech Republic, Romania, and Bulgaria); Balkans, Israel, and Africa. The project will be awarded using a Multiple Award Task Order Contract (MATOC), Indefinite Delivery/Indefinite Quantity Environmental Remediation and Contaminant Mitigation Services contract using firm-fixed price task orders. Responses are desired from firms who are currently qualified and experienced to perform this type of work in the countries referenced above, but expressions of interests will be accepted from all interested parties. Solicitation will be issued on or about 15 Dec 2010. Contractors are required to provide their email address, physical address for any courier service delivery, along with a telephone number, facsimile number and an English speaking point of contact along with identification of those countries that the Contractor has or is currently qualified to perform the desired services. Requests that do not provide complete information will not be considered. Note that DFARS Clause 252.222-7002 Compliance with Local Labor Laws (Overseas) applies to this requirement.
