- Request for Sensitive but Unclassified Documents form, Form B Past Performance Reference Check form Project Information Summary Matrix form Project Information form Solicitation for Offers Number 7VA2057 - Phase I SYNOPSIS: The U.S. General Services Administration (GSA) is seeking Offerors to design, construct, and maintain an office facility under a long-term lease agreement. The successful Offeror will be selected through a best value procurement using Two Phase Source Selection. As part of the lease agreement, the Government will transfer an option to purchase a pre-selected site to the successful Offeror. The pre-determined site is located within the city limits of Chesapeake, Virginia. All offerors will be required to submit proposals specific to the designated site. The successful Offeror will design, construct and then lease to the Government an office facility consisting of a maximum of 131,463 rentable square feet, yielding approximately 114,316 ANSI/BOMA Office Area square feet, of office and related space, plus 179 secured, structured parking spaces and additional surface parking. The lease term will be twenty years, firm. This project will follow the guidelines of GSA’s Design Excellence Program, which emphasize designs that embody the finest contemporary architectural innovations while maximizing workplace efficiency and minimizing environmental impact. The office facility must be designed and constructed to achieve at a minimum the LEED Silver rating in the New Construction (LEED-NC) Category. The security level for this office facility has been classified as Level IV, and all associated security requirements set by the Interagency Security Committee, as well as additional security requirements, apply. METHOD OF RESPONSE: Interested parties should respond in accordance with Solicitation for Offers Number 7VA2057 Phase I (attached hereto) no later than close of business, 4:00 p.m. Eastern Standard Time, on Tuesday, December 29, 2009. No offers will be accepted after this due date and time. In the event that Solicitation for Offers Number 7VA2057 Phase I (attached hereto) must be amended, all amendments will be posted to this website. It is the responsibility of the interested parties to check this website for amendments. This website should be checked in a timely manner so that offers are complete and received by the Contracting Officer no later than the stated due date and time. The Government will not pay for any expense incurred as a result of this posting.
