- Performance Work Statement Provide Brigade Command selects and Brigade Level Command Sergeants Major with the educational foundation to understand and apply the tenets of Strategic Leadership. 1.General 1.1.Background: The Brigade Executive Education Program (BEEP) is being designed to give leaders at the brigade level the education and background required to be effective at that level and higher. The course will consist of an individual leader competency and assessment program, and a program that encompasses senior leader competencies as defined in the 2004 Strategic Leadership Primer. 1.2.Scope. The contractor shall conduct a pilot program for three iterations of the course for up to 12 students per iteration. Once the program has been approved, the course shall be conducted 12 times per year with approximately 30 students per class. 2.Definitions and References: 2.1.Definitions 2.1.1.School for Command Preparation SCP 2.1.2.Minimum Acceptable Standard MAS 2.2.References 2.2.1.Army Leader Development Strategy 2010. 2.2.2.AR 350-1, Army Training 2.2.3.FM 3-0 2.2.4.Strategic Leader Primer 2004 3.Special Requirements: 3.1.Contractor shall possess appropriate presentation skills, to include the ability to analyze the audience; prepare presentation script and audio-visual support materials; and clear and precise oral communication. 3.2.Contractor shall be at the training location at least 30 minutes prior to the first session, and stay until the completion of the daily training activities. 4.Specific Tasks 4.1. Strategic Leadership Seminar 4.1.1.Contractor shall develop and instruct a 4.75 day seminar that covers the following material: 4.1.1.1.Understand the Environment & Self, Operate within that environment. 4.1.1.2.Visualize Strategy over time, Critical/Strategic level thinking. 4.1.1.3.Communicate, Negotiate, & Influence to achieve desired outcomes. 4.1.1.4.Implementation/Execution in the strategic environment. 4.1.1.5.Create a personal development strategy. 4.1.2.Deliverable: A 4.75 day seminar that covers the items listed in paragraph 4.1.1 and sets the intellectual foundation for implementing strategic leadership. 4.1.3.MAS: Each student is capable of creating a developmental strategy utilizing the tools provided in 4.1.1.1-4.1.1.5. 4.2.Material revision 4.2.1.Students will provide formal feedback to the government. Shortcomings in material that are detected as part of the feedback will be provided by the government to the contractor within 1 week of the class ending. Contractor shall have until the next class iteration to address the shortcoming(s) and incorporate changes into the instruction. 4.2.2.Deliverable: Contractor shall address the shortcomings that were identified in the feedback provided by the government and update the instructional material prior to the next class iteration. 4.2.3.MAS: Contractor shall correct the lesson plan and student handouts prior to the next class iteration to address the shortcoming(s) and incorporate changes into the instruction. 4.3.Acceptance of Deliverables 4.3.1.Lectures and presentations will be observed by the COR and receive critiques from the students. Critiques will be consolidated by the government and provided to the Contractor no later than one week after a course ends. 4.3.2.Deliverable: Any deficiencies noted by the COR or highlighted by the student critiques shall be corrected by the next class date. If the same discrepancy is noted two times the contractor shall have to deliver a practice presentation to the COR the week prior to the third class. 4.3.3.Facilitated/moderated sessions will be monitored by the COR. Student critiques and COR observations will be provided to the contractor no later than one week after a course ends. Any deficiencies noted by the COR or highlighted by the student critiques shall be corrected by the next class date. 4.3.4.MAS: Facilitator notes are updated to address the problem area. 5.Other Requirements 5.1.Location: Fort Leavenworth, KS 5.2.Travel: There are no travel requirements. Travel expenses will not be reimbursed. 5.3.Government Facilities and Equipment 5.3.1.The government will provide: oWorkstations oTelephones oUse of the Local Area Network oADP equipment, software, and maintenance oAccess to printers, copiers and fax machines oUtilities and appropriate mail and telephone service for official use oInternet service oOffice supplies 5.3.2.The government will provide all necessary software licenses 5.3.3.The government will provide contractor access to all necessary documents and personnel within Training and Doctrine Command (TRADOC), the Combines Arms Center (CAC), and CAC major institutions necessary to perform the work specified in this PWS. 5.4.The contractor shall immediately notify the COR of any circumstances that may cause delays in the performance of any requirement specified in the PWS. 5.5.Period of Performance: 5.5.1.The initial period of performance is three months to conduct the pilot course. 5.5.2.The first option will conclude the fiscal year. 5.5.3.Each of the two options thereafter will be for 1 year.
