Description The National Cancer Institute (NCI),Community Oncology and Prevention Trials Research Group, plans to procure on a sole source basis the services of Oxford University Press, Great Clarendon Street, Oxford OX2 6DP, UK to provide the Journal of the National Cancer Institute (JNCI) Monograph on the Diagnosis and Management of Ductal Carcinoma In Situ (DCIS). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for six months from date of award. The National Cancer Institute was the lead Institute for the NIH Office of Medical Applications of Research's (OMAR) State-of-the-Science Conference on the Diagnosis and Management of Ductal Carcinoma In Situ (DCIS) which was held in Bethesda, Md. on September 22-24, 2009. Contractor Requirements: 1.Review, copy edit, and publish, "Diagnosis and Management of Ductal Carcinoma In Situ as a Journal of the National Cancer Institute Monograph. 2.Send out manuscripts to designated reviewers, collate reviews and send them to the NCI Project Officer for response and assessment, send the responses and masked reviews to each author for manuscript revision and forward the revised manuscripts to NCI. 3.Carefully review each manuscript to ensure that the format is consistent with JNCI's standard formatting. 4.Publish the monograph in print and electronically. 5.Monograph shall be 144 printed pages inclusive of front matter and illustrations. Oxford University Press is the only known source. Oxford University Press owns the JNCI, therefore produces and publishes monographs in the JNCI. The JNCI is not affiliated with the Department of Health and Human Services (DHHS), National Institutes of Health (NIH), NCI. The JNCI has a large audience of cancer specialists and those complementary specialists to the field. Few, if any journal captures the audience who will be responsive to the unique compilation of data other than the JNCI. Previously, Oxford University Press published a monograph in the JNCI reporting on the outcomes of the NIH State of Science, on Symptom Management in Cancer Pain, Depression, and Fatigue. In 2007, the NCI again contracted with Oxford University Press to publish a monograph "Quality of Life Assessments in Symptom Management Trials." This current monograph builds on the previous monographs already published. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on December 2, 2009. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
