Description
CONTRACT INFORMATION: The Erie VA Medical Center intends to award an Architect & Engineer Services contract for Project 562-313, Behavioral Health Renovation and Expansion. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6 and VA Acquisition Regulation 836.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for required work. A&E services are required for site investigation, construction contract drawings and specifications, construction period services, infection control risk assessment, meeting all the requirements as outlined in VA Program Guide PG-18-15, Volume C, Nov 2008 (A/E Submission Instructions for Minor and NRM Construction Program), and third party cost estimates. North American Industrial Classification System Code (NAIC) is 541310 which has a size standard of $4.5M in average annual receipts. This announcement is open to all businesses regardless of size. A firm fixed price contract will be negotiated. The contract is anticipated to be awarded in December 2009 and design completed (to include all contract documents) within 180 days. If a large business is selected for this contract, it must comply with FAR 52.219-8. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). PROJECT INFORMATION: This project addresses providing a design to expand space available for Behavioral Health (BH) Services. This initiative will provide more program-appropriate facilities according to changing trends in Mental Health Care and Needs and explore concepts of design that will create a community environment for our veterans. Successful offeror is required to furnish all labor, materials, tools, equipment, and professional A&E services necessary to complete the entire project and submission requirements. Project includes, but is not limited to: A Cost/Benefit Analysis of new building construction as opposed to Erie VA Medical Center BH, Building 5, renovation and expansion; Recommendation and development of bid alternatives as necessary to meet construction budget limitations; Evaluation and design modifications to, and expansion of, Erie VA Medical Center Behavioral Health Building 5; Construction project to be addressed in multiple phases to allow for hospital operations to continue during construction (review and incorporating any off "peak" work as necessary). All designs to be accomplished in accordance with VA guidelines and specifications which are available at: http://www.va.gov/facmgt/standard. Estimated construction cost range for this project is between $5,000,000 and $10,000,000. SELECTION CRITERIA: In addition to selection criteria identified in FAR Subpart 36.6 and VA Acquisition Regulation 836.6 for offerors with NAIC of 541310, area of consideration for offerors is restricted to a 250 mile driving radius between offeror's location and the VA Medical Center, Erie, PA (Determination of mileage eligibility will be based on www.mapquest.com). SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit Standard Form 330 (SF330) no later than 12:00 noon on date indicated above. Electronic submissions are acceptable (submit to jaimy.rand@va.gov). SF330 is to be sent to the attention of Jaimy Rand (90C), VA Medical Center, 135 East 38th Street, Erie, PA 16504. All inquiries must be submitted in writing to jaimy.rand@va.gov.The following clarifications are provided to subject announcement in question and answer (Q & A) format below. Response date and time of 11-23-2009 at 12:00 noon remain unchanged. Q: Do you have a proposed site on campus for a replacement facility if you decide not to renovate and expand Building No. 5 ? A: Yes - this site will be provided to the A&E awarded subject contract. Q: What has caused the need to expand the program that was recently expanded with the last renovation and expansion to Building No. 5 ? More Veterans ? A: Increased workload and mandated facility design changes. Q: Does the present Behavioral Health facility function for them ? If not, what is missing ? A: Current facility has undergone several renovations but has not been renovated to extent that flow has been sufficiently addressed. Q: Is Behavioral Health offering any new services? A: The facility is interested in moving toward an intensive outpatient program - current barriers to this include sufficient space to hold group sessions along with expanded restroom and other support facilities. Q: What has changed since the current Behavioral Health Building was upgraded? A: Some projections suggest that Pennsylvania will have more returning Reserve Component veterans in the next several years. Q: Are we permitted to make a site visit to see Building No. 5 and the proposed site for replacement of this building? A: Opportunity for a site visit will be provided to the firm(s) that is selected to begin negotiations with the VA for this project. Firm(s) will be selected for negotiation based on review of SF330's submitted to the VA, as announced in the FBO posting. Q: If the replacement option is selected by the VA, will Building No. 5 be demolished or retained for another use? A: Has not yet been determined. Q: What is the expectation for infection control risk assessment services? A: The expectation is that the Infection Control Risk Assessment (ICRA) will be completed by A&E awarded this contract. The ICRA will be completed in accordance with VHA Directive and local policy. Q: The website link http://www.va.gov/facmgt/standard as listed does not work. Is there another address?
