Description
REQUEST FOR INFORMATION (RFI) SUMMARY: REQUIREMENT : Base Operating Support (BASOPS) Services for Defense Information Systems Agency (DISA) located at Fort Meade, MD THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes. This market research will be used to help determine if a set-aside for any small business program is appropriate. Request that prospective offerors complete and return a Capabilities Statement as described below to determine firms who possess the capability, experience and financial ability to provide the specialized facility management and maintenance services. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, Information regarding the technical point of contact will not be given and no appointments for presentations will be granted. B ACKGROUND : The work will be located in the new DISA headquarters at Fort George Meade, Maryland, a highly technical, multi-story, state of the art administrative/laboratory complex incorporating the latest developments in technology of approximately 1,070,000 gross square feet. All personnel working on site will require a Secret Clearance. Facilities include sensitive compartmented information facility (SCIF) areas, administrative offices, IT laboratories, a network operations center, multipurpose conference center, demonstration areas, information processing and analysis centers, academic training facility, emergency operations center, security center, mail room, controlled humidity warehouse, wellness facility, food service kitchen and dining areas. Electrical systems include mission critical uninterruptible power supplies and generators, fire alarm systems, energy management control systems, intrusion detection systems and technically diverse information systems. Mechanical systems include plumbing; fire protection, HVAC, elevators, and standby generators fuel systems. SCOPE : The work includes work reception, planning, programming, administration and management of all effort necessary to provide for operation, inspection, maintenance, repair, sustainment, restoration, data collection, and other related services to ensure this facility is maintained using industry's best practices. The scope will include recurring, preventive and service call maintenance of building, building components including kitchen equipment, and all building systems, both internal and external, in a continuous operational condition on a 24/7 basis including all holidays. The scope also includes all custodial, pest control, snow removal, grounds maintenance and warehousing/logistical services. Additionally, service calls and task order work will be issued as required. The anticipated contract type is firm fixed price (FFP). The Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract structure. The estimated ceiling amount is $100M over a ten year period (base period plus options and possible award terms). NAICS CODE: 561210, STANDARD SIZE: $35.5M. REQUEST FOR CAPABILITES STATEMENT : Interested small and large business firms should complete the requested information as to capability and experience to perform the tasks associated with the requirements stated below, and submit them to the Contracting Officer. Corporate Experience: Clearly describe your background and experience within the past seven years providing facility management, recurring, service calls and preventive maintenance for facilities. For each project presented (maximum of 5), include the following information: •§ Who did your firm provide the services to indicating whether they were DoD, Federal, State or Municipal Government, Education Institution, Commercial, etc. •§ Contract number or other identifying reference •§ Did you perform as the Prime or Sub?. If you were a sub, indicate the percentage of the overall contract that you performed and the type of effort you performed. •§ Period of Performance •§ Annual Dollar Value •§ Contract Type (Cost, Firm Fixed Price, Time & Materials, etc.) Asset Management: Describe your experience in asset management and management information systems for long and short term planning, preventive, reactive and recurring based maintenance, schedule management, and work reception. Phase In: Address your ability to ramp up and meet the full requirements of the scope of work from date of any award that is projected for May of 2010. Financial Ability: Address your ability to finance the work for up to 120 days. Provide any other information that the Government will need to evaluate your capabilities. RESPONSES TO RFI : All responses must not exceed 25 single spaced pages, 12-point type with at least a one-inch margin on an 8-1/2 x 11 inch paper. The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. Please include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID and business size. Marketing Brochures will not be considered adequate information as a response to this RFI. All small businesses to include Small Disadvantaged, HUBZone, Women-Owned and Service Disabled are strongly encouraged to submit their responses. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary or confidential will be treated accordingly. Information received in response to this RFI will not be returned. The purpose of this RFI is to gather market research on potential sources that have the capabilities to provide the Base Operating Support (BASOPS) Services for the Defense Information Systems Agency.
