- This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services for the Manas Air Base in the Kyrgyz Republic. Project Scope: The project consists of the design and construction of a new Remote Parking Area at Manas Air Base, Kyrgyzstan. The Design and Construction of the Remote Parking Area includes but is not limited to paving, taxiway, shoulders, lighting and power as per the scope of work and technical requirements. The performance period will be 180 days from Notice to Proceed (NTP). The magnitude of this construction project is between $5,000,000 and $10,000,000. All work is to be performed within the secure perimeter of the Manas Air Base in the Republic of Kyrgyz. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) is December 11, 2009. Information on the date and time of the site visit will be conveyed in the RFP. Site visit attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the Manas Air Base will be stated in the RFP. Offerors interested in receiving this solicitation should submit the request electronically to Maria L. The request must state the name of the firm, both mailing and shipping addresses, telephone and fax numbers, point of contact, e-mail address and must reference the solicitation (RFP) number. Copies will not be released to plan rooms.
