- General Information: Document Type: Sources Sought Release Date: November 17, 2009 Response Date: December 02, 2009 at 10:00 am EST via e-mail to Contracting Specialist Contracting Office Address: Food and Drug Administration, Vida Niles Contract Specialist Description: This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information (RFI). If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED** Objective: The Food and Drug Administration (FDA) is well underway in its efforts to promote the adoption and implementation of the Retail Food Regulatory Program Standards and the Manufactured Food Regulatory Standards. FDA is committed to the continued development and implementation of uniform, national standards/ training certification programs with our regulatory and public health partners. FDA as part of it’s responsibilities as a member of the Partnership for Food Protection is assisting in the development of: 1) a Core Curriculum for Basic Food Inspectors (those inspectors who are working with a maximum of two years of experience), 2) Credentialing/Certification Program to confirm competency of the basic food inspector, and 3) Credentialing/Certification programs for advanced specialty positions in the food protection field that are in line with the existing nationally recognized standards and those currently under development. The expert will develop three courses on Credentialing/Certification program for advanced specialty areas/positions. All credentialing/certification programs developed will be in accordance with generally accepted consensus standards such as ANSI 17024. Scope of Work The contractor shall supply necessary qualified personnel to conduct the Full Job Task Analysis required to identify the core competencies and develop the certification programs needed. The contractor/consultant will be provided all of the information received by the Training Workgroup from members of the 50 State Partnership (including professional associations, etc.). The contractor shall complete a full job task analysis for the basic food/feed inspector, develop a recommended core curriculum for the basic food/feed inspector and identify advanced specialty areas/positions for a future credentialing/certification program. The credentialing program must be in accordance with consensus standards such as ANSI 17024. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement.
