Description
PUBLIC ANNOUNCEMENT /SOURCES SOUGHT The University of California, Lawrence Berkeley National Laboratory (hereinafter called The University), which is operated under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE), intends to solicit competitive quotations from interested sources for installing one substation transformer, as described below, at the Grizzly Peak Substation at Lawrence Berkeley National Laboratory, Berkeley, California. The purchase will be made under guidelines for procurements funded by the American Recovery and Reinvestment Act of 2009 (ARRA). This is not a request for quotation. It is an announcement of an upcoming subcontracting opportunity with the University of California, Lawrence Berkeley National Laboratory. Interested Electrical Subcontractors should request a bid package as instructed below: The University desires to receive bids in response to a request for quotation (RFQ) package and drawings which will be made available to interested companies on approximately December 11, 2009. A Subcontract will be awarded based on the lowest priced technically qualified bid. In addition to price, responsive bidders must meet certain minimum requirements. Minimum requirements for subcontractors wishing to submit a bid are: 1) Bidder must possess a current C-10 contractor’s license in California. 2) Bidder must demonstrate capability and prior experience in construction and modification of 115kV primary substations (minimum 5 years past experience) along with information to be used for a reference/customer satisfaction check. 3) An Experience Modification Ratio (EMR) of 1 or less over the past three years, with signed affidavit from surety company. General Description: Install one (1) University-furnished substation transformer (three phase, outdoor type, oil-immersed, OA/FA/FFA, 30/40/50MVA, HV 115kV Grounded-wye, LV12.47kV Resistor Grounded-Wye, TV 7.2kV Delta grounded with all accessories). Work includes demolition and disposal of four existing single-phase transformers, removal and modification of transformer equipment pads and oil spill containment, modification of support towers and high voltage bus, replacement of 115kV manually-operated air-switches with new motorized air switches, new 25kVA service station transformer, all wiring, conduit systems and connections required to make a complete and usable substation. Request for Quotation documents, consisting of specifications, drawings, a sample subcontract, general provisions, Representations and Certifications forms and ARRA supplement, will be available to interested firms on approximately December 11, 2009 and will be published at the following web site: http://facilitiesprojects.lbl.gov/. Request a gate and parking pass for your attendees when you send the email of your intent to submit the quotation. Questions must be submitted by December 28, 2010. Questions received after that date will be answered at the discretion of the University. Quotations will be due January 11, 2010 and award will be made approximately January 15, 2010. Installation of transformer is scheduled to begin early February, 2010 and must be complete by mid June, 2010.
