- Q23: Is the engine test specification (or Test Order) available? A23: In accordance with the SOO section 3, Government Documents, paragraph 3, all GE and Honeywell technical manuals are proprietary to the OEM. The Contractor must be able to obtain independently. Q24: Is the calibration procedure available? A24: The current calibration procedures for the ATF3 and T700 test cells are a combination of Coast Guard generated documents and OEM proprietary documentation that reflects the calibration and operation of existing antiquated OEM systems; USCG documents may be made available to award recipient. Q25: Can the engine control module be reused or does it need to be replaced? A25: In accordance with the SOO section 2, Scope, paragraph 2, the objective is to enable ALC to have a modernized test cell facility to meet OEM Standards and support the United States Coast Guard engines for the next decade. Our goal is to utilize the latest versions of sustainable "Commercial-off-the-shelf" (COTS) technology. Award recipient should project sustainability of selected equipment, hardware, software, and spare parts for a term of at least 5 years from Test Cell Upgrade Acceptance. Q26: If the engine control module needs to be replaced, is it a government furnished item? A26: No. Q27: What are the specifications for the engine control module? (Drawings, schematics, communications protocols, analog signal list, digital signal list, etc) A27: In accordance with the SOO section 3, Government Documents, paragraph 3, Honeywell technical manuals are proprietary to the OEM. The Contractor must be able to obtain independently. In addition to the above mentioned manuals the ASE manuals are also proprietary. In accordance with the SOO section 2, Scope, paragraph 2, the objective is to enable ALC to have a modernized test cell facility to meet OEM Standards and support the United States Coast Guard engines for the next decade. Our goal is to utilize the latest versions of sustainable "Commercial-off-the-shelf" (COTS) technology. Award recipient should project sustainability of selected equipment, hardware, software, and spare parts for a term of at least 5 years from Test Cell Upgrade Acceptance. Q28: What are the dynamometer performance specifications/ratings (speeds, horsepower, response curves, etc.)? A28: In accordance with the SOO section 3, Government Documents, paragraph 3, all GE technical manuals are proprietary to the OEM. The Contractor must be able to obtain independently. In addition to the above mentioned manuals the CMR manuals are also proprietary. Technical and Maintenance specifications for the Dynamometer system are contained in the following manuals: AG-240AC-OMP-000 TURBOSHAFT ENGINE TEST SYS - ORGAN & INTERMEDIATE MAINTENANCE MANUAL w/IPB; AG-240AC-OMP-100 TURBOSHAFT ENGINE TEST SYS - ORGAN & INTERMEDIATE MAINTENANCE MANUAL w/IPB; AG-502BA-MDB-000 AIR DYNAMOMETER T58/T700 - INTERMEDIATE MAINTENANCE & DEPOT INSTRUCTIONS w/IPB; 03-1-641 TURBOSHAFT ENGINE TEST SYS, A/F3- ORGAN & INTERMEDIATE MAINTENANCE MANUAL w/IPB; 03-01-642 T700 ENGINE TEST SYS, A/F37T-16(V)3 - ORGAN & INTERMEDIATE MAINTENANCE MANUAL w/IPB. These manuals are controlled and distributed by Commanding Officer, Naval Air Systems Command. Q29: Can the engine throttle controls be reused? A29: In accordance with the SOO section 2, Scope, paragraph 2, the objective is to enable ALC to have a modernized test cell facility to meet OEM Standards and support the United States Coast Guard engines for the next decade. Our goal is to utilize the latest versions of sustainable "Commercial-off-the-shelf" (COTS) technology. Award recipient should project sustainability of selected equipment, hardware, software, and spare parts for a term of at least 5 years from Test Cell Upgrade Acceptance. Q30: If the engine throttle control needs to be replaced, is it a government furnished item? A30: No. In accordance with the SOO section 10, the only government furnished equipment will be jet engines used to correlate the test cells. Q31: What are the throttle control specifications? A31: In accordance with the SOO section 3, Government Documents, paragraph 3. All GE and Honeywell technical manuals are proprietary to the OEM. The Contractor must be able to obtain independently. In addition to the above mentioned manuals the ASE and CMR manuals are also proprietary. Q32: Are controllers (throttle, engine, etc.) available for development at the supplier site? A32: In accordance with the SOO section 10, the only government furnished equipment will be jet engines used to correlate the test cells. Q33: Can the low speed compressor trim balance analyzer be reused or does it need to be replaced? A33: No the Trim Balance Analyzer may not be reused. In accordance with the SOO section 2, Scope, paragraph 2. The objective is to enable ALC to have a modernized test cell facility to meet OEM Standards and support the United States Coast Guard engines for the next decade. Our goal is to utilize the latest versions of sustainable "Commercial-off-the-shelf" (COTS) technology. Award recipient should project sustainability of selected equipment, hardware, software, and spare parts for a term of at least 5 years from Test Cell Upgrade Acceptance. Q34: If low speed compressor trim balance analyzer needs to be replaced, is it a government furnished item? A34: No, the replacement will not be government furnished item. In accordance with the SOO section 2, Scope, paragraph 2. The objective is to enable ALC to have a modernized test cell facility to meet OEM Standards and support the United States Coast Guard engines for the next decade. Our goal is to utilize the latest versions of sustainable "Commercial-off-the-shelf" (COTS) technology. Award recipient should project sustainability of selected equipment, hardware, software, and spare parts for a term of at least 5 years from Test Cell Upgrade Acceptance. Q35: What are the low speed trim balancer analyzer specifications? A35: In accordance with the SOO section 3, Government Documents, paragraph 3. All GE and Honeywell technical manuals are proprietary to the OEM. The Contractor must be able to obtain independently. In addition to the above mentioned manuals the ASE, CMR, Vibro-meter, and Helitune manuals are also proprietary. Q36: Should the contractor provide the engine dress kit items such as the inlet bellmouth, tail pipe, starter, and output shaft? A36: The minimum requirements for the upgrade should include the ATF3 Bypass Ducting, ATF3 Hot Shrouds, ATF3 Inlet Bellmouth, FOD Screens and dress kit items required to meet OEM test specifications. See SOO section 5.0. Q37: Should the contractor provide instrument calibration standards? A37: The contractor will provide manuals on electronic media and hard copy that cover calibration. See SOO Section 7.0.
