- Description
- Architect/Engineer (A/E) (Multi-Discipline )services are required for the award of an Indefinite Delivery Indefinite Quantity type contract for design of various type projects at March AFB, California. The NAICS Codes are 541310 and 541330. The Contracting Officer may elect to award up to three multiple contracts from this single synopsis. The A-E shall perform Title I, Type A services, to include field/subsurface site investigations studies and surveys as applicable, and Type B services to include project design analysis, preparation of preliminary and final construction drawings, technical specifications, Comprehensive Interior Design packages that meets Unified Facility Criteria (UFC) 3-120-10, and construction cost /time estimates as required for a variety of maintenance, repair, alteration, and new and minor construction projects. Services may be required for, but are not limited to, architectural, electrical, mechanical, civil, landscaping, interior design, structural and environmental engineering. TITLE II, TYPE C - Construction inspection services may be required under this contract. The A-E contracts will cover a one (1) year basic ordering period with four (4) one-year option(s). Firm Fixed Price Task Orders will be negotiated and awarded for each specific project. The total order amount will not exceed $5,000,000.00 for the life of the contract, with no individual delivery order exceeding $500,000.00. EVALUATION and SELECTION CRITERIA: In accordance with PL 92-582 (Brooks A-E Act) (40 U.S.C. 1101-1104), Federal Acquisition Regulation (FAR) Part 36, DFARS 236.6 and AFI 32-1023, federal agencies select firms for Architect-Engineering contracts based on professional qualifications and other evaluation and selection criteria. To be considered for award, the principal firm must submit a completed Standard Form 330 (SF330), Part I & II, summarizing their qualifications, experience and capabilities, which will be evaluated by a government board to determine the most highly qualified firms. Firms submitting recent (within the past 5 years), and relevant performance in preparing design projects valued between $100K and $1M may result in a higher rating and should be addressed accordingly. Evaluation of past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. The evaluation factors for selection, listed in relative order of importance are: (1) Professional Qualifications: Professional qualifications necessary for satisfactory performance of required services, as demonstrated by education, experience, registration and management ability of personnel assigned to this contract and any applicable outside consultants. Availability of experienced key personnel, and consultants, and the number of years the consultants have worked with the firm. (2) Specialized Experience: Technical competence in the type of work required, including, where appropriate, experience in energy conservation. Pollution prevention, waste reduction, and the use of recovered materials: Specialized experience and technical competence of the team proposed for this project (including outside consultants) in related design areas of renovation, alteration, upgrading and repair of commercial and industrial facilities, airfield pavements and lighting, utility systems, landscaping and historical facility renovations. (3) Past Performance: Past Performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (describe the process and qualifications of key persons responsible). List previous contracts and include the name and telephone number of the person who was the point of contact representing the Government or private industry contact. (4) Capacity: Capacity to accomplish the work in the required time including the availability of key personnel; discuss how surge workload would be managed. (5) Location: Location in the general geographical area of project, and knowledge of the locality of the project, typically at March ARB, Riverside, provided that the application of these criteria leaves an appropriate number of qualified firms. (6) Prior Work Experience: Prior work experience to include contracts performed for public entities: Department of Defense, federal, state, county and city government agencies. (7) Volume of Work: Volume (dollar amount) of DoD work awarded to a firm in past 12 months with the objective of equitably distributing contracts among firms, including minority-owned firms and firms without prior DoD contracts. Provide a list of DoD contracts awarded in the last 12 months to include dollar value. Firms with multiple offices shall indicate which branch office completed each project. Include agency phone numbers and points of contact. The Government reserves the right to award more than one contract for A-E services to those who respond to this notice. The Government ‘s evaluation and selection of firms are based on an pre-selection board which identifies firms that have a reasonable chance of being considered as most qualified followed by a final selection board which identifies the top three rated firms. When design authorization and funding is received, a formal Request for Proposal for the first specific design project will be issued to and negotiated with the top ranked firm(s). If negotiations are unsucessful, or when an authorization is received for a subsequent project, negotiations will then begin with the next highest ranked firm not previously offered a project for negotiation. The negotiation cycle then repeats for each subsequent project providing perfomance requirements are met. It is estimated that this contract will be awarded in Febuary 2010. There is no RFP package to download. A-E firms, which meet the requirements described in this announcement, are invited to submit completed Standard Form (SF) 330, Architect-Engineer Qualification (required for this project). Forms are available at www.gsa.gov (GSA Forms Library). All information relating to the firm's qualifications must be contained in the Standard Form 330 )Part I & Part II). All firms interested in this announcement must be registered with the Central Contractor Registration (CCR) and ORCA database, in order to receive a Federal contract award. Information on registration and annual confirmation requirements may be obtained by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Failure to register may render the firm ineligible for award. Firm must also be willing and able to register in the Wide Area Workflow (WAWF), the government invoice and payment processing system at time of award. Register at: https://wawf.eb.mil. Firms desiring consideration shall submit appropriate data as described in the notice.
