- Attachment 4 Attachment 3 Attachment 2 Attachment 1 RECOVERY-NOTICE OF INTENT This is an amendment to presolicitation notice NIHCL2009044-1 posted September 21, 2009 for the National Institutes of Health (NIH), Department of Radiology and Imaging Sciences to award a delivery order to Vital Images Inc of Minnetonka, Minnesota through Defense Logistics Agency, DSCP contracts. This amendment is being issued because of administrative changes instituted at DLA that precludes the DSCP from awarding ARRA requirements processed by the NIH. This revised announcement is now a notice of intent to make a direct award to Vital Images Inc of Minnetonka, Minnesota. This requirement is to upgrade current Vital Images’ Vitrea workstations to a thin-client web-based solution that will allow access to all Vital Image's clinical visualization applications from any authorized personal computer or Picture Archiving and Communication System (PACS) viewing station. Clinical Center personal computers will have access to the same diagnostic imaging capabilities as a user of a standalone workstation. This upgraded thin client system must interface with all the devices and systems currently supported by the Vital Images’ Vitrea workstations and must conform to NIH security and confidentiality specifications. The upgraded system must also meet all of the requirements as identified in the Statement of Work. See attached Statement of Work and NIH Infrastructure and security requirements. This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The intended procurement will be classified under North American Industry Classification System code 334611, with an employee size standard of 500. Vital Images Inc of Minnetonka, Minnesota is the only source known to the Office of Purchasing and Contracts that can meet the above requirements. Vital Images, Inc. is the manufacturer and sole proprietor of the Vitrea workstation. As such Vital Images, Inc. is the only known source who can provide the components required to expand the capabilities of its workstations to a thin client based solution. The advanced visualization technology provided by the Vitrea software is an important component of the Radiology and Enterprise’s image viewing experience. This upgrade involves proprietary software manufactured by Vital Images and hardware designed to meet Vital Images exacting requirements. A seamless integration and the interaction of the hardware specified by Vital Images, Inc. are required to assure the integrity and functionality of the advanced visualization software. If there are any responsible contractors who meet the capabilities cited to perform the requirement, they may submit experience, capabilities, and qualifications as outlined in the statement of work that will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the fifteen (15) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government anticipates that there will be one (1) award for this requirement. The proposed performance period is (1) month from the date of the award.
