- The purpose of Amendment 04 is to answer Industry Questions. Question: 1. Are multiple awards of $100K planned for Phase 1? Answer: Yes, as stated in the fifth paragraph of section IV. Question: 2. Are multiple awards planned for Phase 2? Answer: The number of awards in Phase II depends, in part, on performance during Phase I. Question: 3. Is there an order of magnitude per project or general idea of the dollar range set aside for Phase 2 programs in aggregate? Answer: No specific order of magnitude criteria per project has been set. Question: 4. If we wish to propose to Phase 2 in addition to Phase 1, is that proposal also due on December 8? Answer: Yes, if an offeror proposes to Phase 2 in addition to Phase 1, that proposal is also due on December 8. Question: 5. Do the selection criteria for Phase 1 make it advantageous to submit a comprehensive multi-phase proposal now versus submitting just a Phase 1 proposal (including cost) at this time? Answer: The Government has no stated preference for - and will grant no additional credit to - proposals addressing both phases. Question: 6. Should we submit just a White Paper and cost for Phase 1 at this time, is it allowable to submit a full Phase 2 proposal (technical and cost) after the completion of Phase 1? Answer: It is up to the proposer whether to submit just a White Paper and cost for Phase 1 or a full proposal at this time. As stated in Section VI, "full technical and cost proposals...are required for consideration for Phase 2 awards." A full Phase 2 proposal submitted after the completion of Phase 1 will not meet the submission deadline to be eligible for award under this BAA.
