- This is a notice of intent to issue a sole source award to American Bureau of Shipping Nautical Systems (ABS). This proposed award is for the maintenance and support of Nautical Systems 5 (NS5) software installed on Ready Reserve Force (RRF) vessels. A customized version of NS5, a proprietary product of ABS Nautical Systems, was initially procured under a competitive contract and is an embedded part of the business processes of the ship manager contracts. This award will include (1) Annual License and Service Fee, (2) Licensee Specific Modifications and Consulting Services, and (3) On-site Support. The proposed period of performance is for 12 months with 4 option years. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1, only one responsible source and no other supplies or services will satisfy agency requirements. It has been determined that ABS Nautical Systems, a division of the American Bureau of Shipping, 16855 Northchase Drive, Houston, TX 77060 is the only organization capable of meeting these requirements. The Government does not intend to submit a solicitation for proposals. This is not a request for quotes. The Government shall not be liable for or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses of this notice is solely within the discretion of the Government. However, interested parties may identify their interest and capability to satisfy the Government's requirements by emailing their capabilty statment or faxing their capability statement to 202-366-3029 no later than 12:00 noon local time on 18 November 2009. Capability statements include documentation establishing the ability to satisfy the Govenment's requirements. Any information received will be considered for the purpose of conducting a competitive procurement. Interested parties should identy their interest and capabilty to the Contracting Officer.
