- Contract Security Classification Specification VALUE ENGINEERING SERVICES: (this) AMENDMENT NO 2 REVISES: General Requirements, paragraph 5, 2nd sentence to read as follows: "All team members should be trained in VE methodology." Selection Criteria paragraph (a) 1st paragraph, 2nd sentence is revised to read "All team members SHOULD have acquired Value Engineering training similar to Module I training as endorsed by ASAVE International or SHOULD have participated in at least three Value engineering studies as a team member." Selection Criteria paragraph (f): "3rd sentence is revised to read "The report also provide adequate details and justifications supporting VE proposals, including life cycle cost AND FAST diagrams." Adds Form DD 254, Contract Security Classification Specification (THIS) AMENDMENT NO 1 CHANGES response due date from 15 December 2009 to 30 December 2009, and Sets Aside 100% for Small Businesses. Previously 'Open to all Sources". ORIGINAL NOTICE: The U.S. Department of State (DOS), Office of Logistics Management, on behalf of Overseas Buildings Operations, is seeking to technically pre-qualify firms for Value Engineering, Project Risk Analysis, and Project Performance Criteria Analysis Services in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. The purpose of this contract(s) is to conduct value engineering and project risk/performance analysis for various United States’ Diplomatic facilities worldwide. The construction projects include new embassy compounds, office buildings, residential buildings, other facilities and infrastructures; and rehabilitation and security upgrade of existing facilities. This announcement is open to all sources. Small businesses that meet criteria herein are especially encouraged to apply. Responses are due NLT 3.00pm Eastern, NLT 15 December 2009. This is not a request for cost/price proposal. This is a Request for Technical Qualifications (SF 330) only. No specific projects are identified at this time. However, a majority of the studies will be conducted within the vicinity of US Department of State offices in Arlington VA. On occasion, site visits may be necessary by a limited number of personnel to visit overseas USG Embassies/facilities to conduct site assessments.
