- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a formal written solicitation will not be issued. The solicitation number is SB1342-10-RQ-0255 and this solicitation is issued as a Request for Quotation (RFQ). The Government is utilizing FAR Part 13, Simplified Acquisition Procedures, for this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Federal Acquisition Circular 2005-28. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a size standard of $25 million. This acquisition is being conducted for small businesses only and only small businesses may submit a proposal. This procurement will be handled as a "Best Value" procurement. Accordingly, the Government reserves the right to make an award to other than the low bidder. Nevertheless, the bidder's proposed prices will be a significant factor in determining the winner. The U. S. Department of Commerce, National Technical Information Service (NTIS) has a requirement for providing managed hosting and disaster recovery services and assist NTIS with annual testing of the NTIS contingency disaster recovery plan. STATEMENT OF WORK GENERAL The National Technical Information Service (NTIS) is an Agency of the U.S. Department of Commerce. NTIS' mission is to search for, collect, organize, preserve and disseminate scientific and technical information produced by or for Federal agencies. Having performed these functions for more than sixty years, NTIS has amassed a collection of almost three million publications that the research community relies on for advancing knowledge and creating new products and services. This collection will be of enormous use to future generations rebuilding the industrial base in the aftermath of an emergency. Thus, the essential functions that must be performed under all circumstances are (1) preserving the collection of technical reports and (2) preserving a method for locating and identifying the reports in the collection. Planning for the business continuity of NTIS in the aftermath of a disaster is a complex task. Preparation for, response to, and recovery from a disaster affecting the administrative and financial functions of NTIS requires the cooperative efforts of support staff in partnership with the functional areas supporting the business of NTIS. SCOPE The contractor shall provide technical and IT hosting services under this statement of work at a remote location to facilitate the live off-site testing and restoration of backup media provided by NTIS as described in the NTIS Contingency Plan. NTIS recognizing their operational dependency on computer systems, including the Local Area Network (LAN), Database Servers, Internet, Intranet and E-Mail, and the potential loss of revenue and operational control that may occur in the event of a disaster; has authorized the preparation, implementation and maintenance of a comprehensive live off-site test of its IT systems contingency Plan. CONTRACTOR TASKS Live off-site exercise Work with the NTIS Office of the CIO to schedule and plan the annual Contingency Plan live off-site test and exercise The off-site location must be located at least 60 miles outside of Washington, D.C. Prepare and stage the necessary hardware and software to support the off-site live exercise NTIS' financial systems must be included in the off-site live exercise, these systems are; CIS-PUB, BAPS, STAR, AD-STAR and the NTIS website (www.ntis.gov) must be included in the off-site live exercise Provide cost estimate for year-round hosting of a cold backup site that supports the NTIS Contingency Plan NTIS will provide a description of the computing environment inventory and topology including the number of servers at the site and their platforms as needed; and provide access to all operating systems and network and computing environments necessary to complete the services. THE CONTRACTOR'S REMOTE FACILITY The contractor's remote facility must offer managed services that deliver high performance and high reliability in a secure Government approved IT infrastructure environment. The facility must provide: Physical Security Climate Control Fire Detection and Suppression Power Backup Monitoring and Alerting HARDWARE and rack space REQUIREMENTS NTIS will provide and ship the necessary HP UX servers and the Sun Server to the contractor's remote facility. The contractor will provide the intel-based server as indicated below. The contractor will provide the rack space at the remote facility. Seven Microsoft Windows servers Two HP UX servers up to 17 U in height One Sun Server up to 14 U in height SOFTWARE PROVIDED BY NTIS Microsoft Windows O/S as needed Client and Server Software SOFTWARE PROVIDED BY CONTRACTOR 2x HPUX 11.i v1 Solaris 5.9 Schedule for Performance of the Services The estimated duration of the Services will be included in the project schedule that will be created by the Contractor and the NTIS Contingency Plan technical lead. The live off-site exercise must be completed annually and no later than the end of the month of March each year. L ocation for Performance of the Services Unless otherwise specified, all on-site services shall be performed at NTIS's facility in Alexandria, Virginia. All off-site services must be performed at the off-site data center. PERIOD OF PERFORMANCE: The period of performance will be for one year from January 1, 2010 thru December 31, 2010. There will be two option years. All contractor personnel assigned to this contract shall review, sign, and abide by the NTIS "Non-Disclosure Agreement." FURNISHED GOVERNMENT PROPERTY: The following Government Property will be furnished to the winning offeror: See paragraph listed above entitled "HARDWARE AND RACK SPACE EQUIREMENTS" This property is currently located in Colorado and if other than the incumbent wins, it will have to be transported to the winning contractor's location. The cost of moving this property is estimated to be around $1,200, but that could depend on to which location it has to be shipped. The Government will consider the cost of this shipment in its overall evaluation of proposals. The following FAR provisions apply to this acquisition: 52.212-1 and 52.212-3. The procedures can be downloaded at www.nist.gov/admin/od/contract/ a g ency.htm. PROPOSAL SUBMISSION INSTRUCTIONS: Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show- (1) The solicitation number; (2) The name, address, and telephone number of the Offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) FOB Destination-based firm-fixed-price for each produce and service being offered and any discount terms; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3 (b) for those representations and certifications that the Offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; (8) A copy of license agreement(s) for offered software products; (9) Detailed information regarding Section 508 accessibility for each electronic and information technology product offered I the quotation; (10) Past performance information, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Period for acceptance of quotations. The Offeror agrees to hold the prices in its quotation firm for 30 calendar days from the date specified for receipt of quotations, unless another time period is specified in an addendum to the solicitation. Multiple quotations. Offerors are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each proposal submitted will be evaluated separately. (f) Late submissions, modifications, revisions, and withdrawals of quotations. (1) Offerors are responsible for submitting quotations, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. (2)(i) Any quotations, modification, revision, or withdrawal of an quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition; and- (A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of quotations; or (B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of quotations and was under the Government's control prior to the time set for receipt of quotations; or (C) If this solicitation is a request for proposals, it was the only proposal received. (2) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the quotation wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. (3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (4) Proposals may be withdrawn by written notice received at any time before the exact time set for receipt of quotations. Oral quotations in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile quotations, quotations may be withdrawn via facsimile received at any time before the exact time set for receipt of quotations, subject to the conditions specified in the solicitation concerning facsimile quotations. A quotation may be withdrawn in person by an Offeror or its authorized representative if, before the exact time set for receipt of quotations, the identity of the person requesting withdrawal is established and the person signs a receipt for the quotation. (h) Purchase order award. The Government intends to evaluate quotations and award a purchase order without discussions with Offerors. Therefore, the Offeror's initial quotation should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest proposals; and waive informalities and minor irregularities in quotations received. (i) Multiple awards. The Government may accept any item or group of items of a quotation, unless the Offeror qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the Offeror specifies otherwise in the quotation. (j) Data Universal Numbering System (DUNS) Number and Tax Identification Number (TIN). The contractor will be required to submit their DUNS Number, as well as their TIN Number. (k) Debriefing. If a post-award debriefing is given to requesting Offerors, the Government shall disclose the following information, if applicable: (1) The agency's evaluation of the significant weak or deficient factors in the debriefed Offeror's quotation. (2) The overall evaluated cost or price and technical rating of the successful and the debriefed Offeror and past performance information on the debriefed Offeror. (3) The overall ranking of all Offerors, when any ranking was developed by the agency during source selection. (4) A summary of the rationale for award; (5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful Offeror. (6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency. The quotation shall be received by COB local time on December 2, 2009. FAXED QUOTATIONS WILL BE ACCEPTED AT FAX NUMBER 703-605-6743, with a cover sheet which indicates ATTN: Michael Scheuchenzuber. IN ADDITION, QUOTATIONS MAY ALSO BE SUBMITTED BY E-MAIL TO MSCHEUCHENZUBER@NTIS.GOV. EVALUATION FACTORS FOR AWARD: The Government intends to award a single purchase order to the Offeror whose quotation is deemed to represent the best value to the Government, price and other factors considered. Evaluation factors include: •A. Extent to which quoted solution meets or exceeds minimum requirements; The contractor submit an outline/proposal on how they intend to pursue the requirement. It should be no longer than 3 pages. The length of the outline is not important but the quality is. •B. Past performance information for similar contracts/orders completed by the Offeror as a prime contractor within the past three years (in the event of no relevant past performance information, the Offeror will receive a neutral rating for this factor); and •C. Price All questions regarding this solicitation shall be submitted to Mscheuchenzuber@ntis.gov no later than COB November 23, 2009. A written amendment will be posted to provide written responses to all questions received by that date; however, the names of the contractors who asked the questions will not be disclosed. The Government will not guarantee responses to questions received after COB November 23, 2009.
