- RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA CONTRACT NO. GS-23F-9755H, PROGRAM ADVISOR/MANAGEMENT AND PROJECT CONTROLS CONTRACT SUPPORT SERVICES IN SUPPORT OF THE ENGINEERING AND CONSTRUCTION SUPPORT OFFICE, FORT WORTH DISTRICT. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Pub. L. 111-5, the Government posts this presolicitation notice of intent to issue: The acquiring professional and technical services in the execution of their broad and diverse mission to facilitate inter-governmental operational requirements. The purpose of this order is to provide the necessary level of professional and technical support required facilitating the overall operational objectives of the Department of Homeland Security (DHS) Program for the U.S. Army Corps of Engineers, Engineering and Construction Support Office (ECSO), Fort Worth, Texas. The contractor shall provide Program and Project Management and support services in support of ECSOs mission and each members initiatives and assigned projects. The work effort is to provide the support required to achieve the desired degree of responsiveness essential to accommodate workload demands. This support includes, but is not limited to: planning, programming, managing, briefing, reporting, evaluating and analyzing tasks. The Contractor operating as an independent contractor and not as an agent of the Government. The Contractor will support the Project and Program Management functions of the ECSO providing support services for the Department of Homeland Security Program. The Customer shall furnish all personnel, plant, equipment, materials, supplies, management, facilities, and transportation necessary to accomplish the services required during the execution of the proposed work. The Contractor shall provide quality control as necessary to provide a maximum degree of accuracy, quality, completeness, and timely progress of the work. The Contractor shall deliver written materials and electronic data files in accordance with the terms and conditions of this Scope of Work. The Contractor shall provide Project Management and Advisor Support for design, environmental, and construction activities for assigned projects. The contractor will assure earned value reporting, as required by the customer, is incorporated in the prosecution of the assigned projects that meet earned value CBP earned value criteria. FACILITIES, SUPPLIES, AND SERVICES The Government will provide access to the facilities necessary to perform work. The Government will provide office space and office equipment for Contractor personnel. The Government will provide Information Management support, including required software, access to LAN, and USACE databases. TRAVEL AND OTHER DIRECT COSTS The possibility of travel to and from project sites will be infrequent, but can be expected in support of this SOW. All Travel Expenses by the contractor will be submitted for reimbursement by the Customer IAW the FAR, and contracting regulations. All travel requests by the customer are to be done in writing as soon as plans are known. A travel allowance of $7,500 will be included within the contract price. PERIOD OF PERFORMANCE The contractor shall not begin performance without first receiving Authorization and/or Award Notice from the Contracting Officer. During the performance period of this order, the Contractor is reminded that the Contracting Officer at the Fort Worth District U.S. Army Corps of Engineers has the sole authority to authorize changes (cost or no-cost) that affect this order. The period of performance is for 12 months (1920 hours) from date of award on this task order. A 6 month Optional additional period of performance may be exercised at the discretion of the Government. PLACE OF PERFORMANCE The services will be performed in coordination of projects assigned to the ECSO. The primary location is Fort Worth, TX. CONFIDENTIALITY This project and all materials provided to the Contractor by DoD and results, conclusions, and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the Contractor treats their own confidential business information. The information shall not be disclosed, copied, modified, used (except in completion of this project) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to DoD without DoD's express consent. SECURITY CLEARANCE A security clearance is not required. However, proper identification, i.e. a valid driver's license or other identification may be required to gain access to facilities. The contract PM will have to pass a background check in order to work in the Government facility. NON-PERSONAL SERVICE STATEMENT Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without supervision of, any government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal Policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Part 7.5 and 37.1 of the Federal Acquisition Regulation (FAR) The Government will control access to the facility and will perform the inspection and acceptance of the completed work. SPECIAL INSTRUCTIONS/CONSIDERATIONS. The Contractor agrees to enter into a written agreement with any firm whose proprietary data is used in connection with performance of the contract, to protect all proprietary information from unauthorized disclosure or use for as long as it remains proprietary, to furnish the Contracting Officer with executed copies of all such agreements, and to refrain from using any proprietary information in supplying to the Government goods or services, or for any purpose other than that for which it was intended. The Contractor agrees that any information furnished by the Government to the Contractor not generally available to other contractors shall be used only for performance under this contract, and all copies of such information shall be returned to the Government upon completion of the effort. Any information furnished by the Government containing trade secrets or commercial or financial data of other contractors shall be treated as proprietary data. Additionally, the contractor shall not disclose outside of the Government any information generated in the performance of this contract. PERSONNEL QUALIFICATIONS The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this statement of work. The contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specification requirements. The work history of each contractor employee must contain experience directly related to the task and functions he/she is intended to perform under this contract. The Government reserves the right, during the life of this contract, to request work histories on any contractor employee for the purposes of verifying compliance with the above requirement; additionally, the government reserves the right to review resumes of contractor personnel proposed to be assigned. Personnel assigned to, or utilized by, the contractor in the performance of work shall be fully capable of performing the contemplated functions of the respective labor categories in an efficient, reliable, and professional manner. Specific Personnel Qualifications Requirements - Personnel required to perform the services set forth herein shall meet the minimum qualifications for the respective labor categories identified in the basic contract. This requirement is considered equal to a Consultant. Specific Training Requirements - Personnel assigned are required to either already have or attend the equivalent of a Federal Appropriations Law (USDA FINC7100D, 4 Day course) within 60 days of contract award.
