The small business size standard is $33.5 Million average annual revenue for the previous 3 (three) years. Standard bonding applies and will be required for this acquisition. This solicitation shall include FAR clause 52.225-11, Buy American Act-Construction Materials under Trade Agreements. The Project: The new 78,000 aircraft maintenance hangar will replace the existing 45-year-old maintenance hangar located at the Bangor International Airport located in Bangor, Maine. The project consists of a long-span aircraft maintenance bay, general-purpose maintenance shops, a second floor administration area and building utility spaces. The proposed site is located at the northwest corner of the existing light duty apron, east of the existing T9 Hush House, and west of the existing parking area located directly west of the existing Hangar. Demolition includes removal of existing pavements, foundations and utilities and deconstruction and removal of the existing after completion of the new hangar. Site improvements include new utilities, new apron, drainage improvements, fencing, drives, parking lots, and associated landscaping. The pre-engineered metal building structural system of the hangar bay will be long-span steel truss frames or deep plate girder frames. The pre-engineered metal building system of the adjoining shops and administration areas will be standard plate girder frames with light-gage "Z" purlins to support the roof. The structure shall be supported on shallow foundations. Exterior walls will be constructed of vertical and horizontal pre-finished insulated metal panels, translucent panels, brick veneer and exposed concrete stem wall. The composite roofing system shall be a pre-finished structural standing seam metal roof over rigid insulation on a pre-finished metal liner panel. Horizontal-sliding doors with individually operated leaves and a separate tail door shall be provided for aircraft access to the hangar. Plumbing systems will include compressed air, breathing air, aircraft wash and soap concentrate, and domestic hot and cold water. Mechanical HVAC systems include in-floor radiant heat with back-up forced air for the hangar, and 4-pipe forced air system with fan coil units for shops and administrative space. Chilled water will be provided by a packaged, scroll, air cooled chiller (approximately 70 Ton) and hot water will be provided by three 40-percent capacity condensing, natural gas-fired hot water boilers. The hangar will be protected by an overhead pre-action fire sprinkler system and a supplemental low-level high expansion foam system. All other areas of the building will be protected by a hydraulically designed wet-pipe automatic sprinkler system. Electrical systems include primary and secondary power, lighting, grounding, 400-hertz power, fire alarm, voice and data cabling, PA, CATV/CCTV, and security and alarm. The project will be LEED Silver Certified under USGBC Version 2.2 Guidelines. There are option items included in the solicitation. The magnitude of construction, as defined in DFARS 236.204, is between $10,000,000 and $25,000,000. The acquisition method is a source selection process conducted in accordance with FAR Part 15.3 and DFARS Part 215.3 entitled Source Selection Procedures. Evaluation factors are past performance and price which are approximately equal. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. A single Firm-Fixed Price award without discussions is anticipated. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation. Project number FKNN089019 is a high priority project and approval has been obtained from PARC to authorize solicitation of bids without obtaining assurance of current fund availability.
