Description
MAGPI SOW RECOVERY - The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the Mid-Atlantic GigaPop of Pennsylvania for Internet2 (MAGPI) to acquire high-speed fiber optic connectivity to support NOAA’s high performance computing (HPC), voice, video and data communication requirements in the Princeton, NJ to Philadelphia, PA area. Physical connectivity, installation and monthly recurring charges for origination and termination of each circuit is also included in this requirement. The Mid-Atlantic GigaPop of Pennsylvania for Internet2 (MAGPI) GigaPop regional network consortium, of which NOAA is a member, is operated by the University of Pennsylvania. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, the National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, intends to acquire high-speed fiber optic connectivity to support NOAA’s high performance computing (HPC), voice, video and data communication requirements in the Princeton, NJ to Philadelphia, PA area. NOAA requires high-speed fiber optic connectivity to the Internet2 and National Lambda Rail Research networks in the Princeton, NJ to Philadelphia, PA area that satisfies all of the following: 1) The Contractor shall provide a single managed solution for access to NRN, national and international research networks including, but not limited to, Internet2 (I2) and National Lambda Rail (NLR); 2) The Contractor shall have the capacity to provide access to research networks at speeds of 10Gbs or higher; 3) The Contractor shall provide fiber from Princeton University Site B Sayre Hall, 300 Forrestal Rd Princeton New Jersey to 401 Broad St Philadelphia Pennsylvania; 4) The Contractor shall provide a fiber planet solution that is robust and cost effective; 5) The Contractor shall provide hardware to support each end of the connection; 6) The Contractor shall size chassis hardware to allow for additional independent services, with scalability to at least 200 % growth; 7) The Contractor shall initially size hardware for a 10Gbs DWDM circuit; 8) The Contractor shall manage hardware support to include routine maintenance, upgrades, and repairs; 9) The Contractor shall provide and manage any required cross connects; 10) The Contractor shall provide all management and oversight of potential subcontractors; 11) The Contractor shall provide 24x7 monitoring of solution health; Circuit Detail Requirements: 1) The Contractor shall provide dark fiber from Princeton University Site B Sayre Hall, 300 Forrestal Rd Princeton New Jersey to 401 Broad St Philadelphia Pennsylvania. (a) Via fiber connection determined in requirement 12, provide three (3) 10Gbs layer 1 connections from 401 North Broadway Philadelphia, PA to the Geophysical Fluid Dynamics Laboratory, Princeton University Site B Sayre Hall, 300 Forrestal Rd Princeton New Jersey and all associated cross connects and collocation. (b) The contractor shall utilize Ciena RS Chassis DWDM hardware at both the Philly 401 North Broadway site and Sayre Hall site for the three (3) 10Gbs connections in requirement 12.(a) allowing for future growth to 100Gbps capacity. 2) The Contractor shall provide dark fiber from 32 Avenue of the Americas New York, New York to the Princeton University Site B Sayre Hall, 300 Forrestal Rd Princeton New Jersey site via any interconnecting vendors and associated cross connects. (a) Via fiber connection determined in requirement 13, provide two (2) 10Gbs layer 1 connections from 32 Avenue of the Americas New York, New York to the Princeton University Site B Sayre Hall, 300 Forrestal Rd Princeton New Jersey and all associated cross connects and collocation to the Internet2 and ESNet space at 32 Avenue of the Americas New York, New York. (b) The contractor shall utilize Ciena RS Chassis DWDM hardware at both the 32 Avenues of the Americas New York and Sayre Hall site for the two (2) 10Gbs connections in require 13.(a) allowing for future growth to 100Gbps capacity. 3) The contractor shall provide three (3) 10Gbs layer 1 connections from Philly 401 North Broadway site and McLean Virginia collocation facility. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately February 16, 2010, with a base year and four option years. The NAICS code for this procurement is 541990 with a corresponding size standard of $6.5M. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. It is the Government's belief that only the Mid-Atlantic GigaPop of Pennsylvania for Internet2 (MAGPI) GigaPop regional network consortium can provide these required services. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish high-speed fiber optic connectivity capable of meeting the previously cited requirements. Seamless integration of the connectivity into NOAA Research Network is required. Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing NOAA Research Network. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.
