- NOTICE OF INTENT - Sole Source The 61st Contracting Squadron, Los Angeles AFB, CA is considering contracting for services on a sole source basis with Ortho-Clinical Diagnostics. The requirement is for the lease of an existing in-house Vitros Analyzer. This requirement is for one, twelve month base period and one, twelve month option. The period of performance for the base period is 1 Dec 2009 - 30 Nov 2010. Statement of Need: Extend the lease of an existing in-house Vitros 250 Chemistry Analyzer with specifications listed below, and all computer system peripherals including, but not limited to, the computer, monitor, printer, software and cables. The Vitros 250 Chemistry analyzer is a fully automated, random and STAT access testing system featuring STATs or esoteric, on-board dilutions that is suitable for mid-volume, routine chemistry analysis. It comes complete with ready-to-use dry slide reagents, on-line QC/diagnostics and user-friendly menus. Test Requirements: Analytes that are tested as single tests, or by panels, as ordered by providers: Glucose AST AST Blood Urea Nitrogen (BUN) ALT Creatinine GGT Uric Acid Amylase Sodium Triglycerides Potassium Cholesterol Chloride Direct HDL ECO2 Total Bilirubin Total Protein Albumin Calcium Phosphorous Direct Bilirubin Indirect Bilirubin Estimated # of tests/year: 39,000 The Vitros 250 Chemistry Analyzer Instrument Must: Be suitable for mid-volume, routine chemistry analysis. Utilize Micro slide technology that keeps precision in evaluation and analyses of chemistry profiles. Minimize interference from hemolysis, lipemia, bilirubin: compared to wet chemistry systems, this system has lesser number of repeats, redraws, and dilutions Incorporate several time and labor cost saving and workflow boosting features and capabilities such as primary container sampling, positive sample identification, and bi-directional interface. Have a throughput of up to 250 results per hour, with 40+ on-board chemistries Provide customized patient reports and option for positive patient identification, facilitating LIS interfacing capability Facilitate storing, managing and manipulating of patient reports up to 5,000 Other Stipulations Included in this Agreement: Provide one Uninterruptible Power Supply unit to allow work to continue during a time of power failure. Must be able to interface with the existing Laboratory Information System (LIS), Composite Healthcare System (CHICS). * Must offer the ability to use bar coded specimens and host-query bidirectional interface between instrument and CHCS. Provide documentation that the instrument and its reagents have necessary FDA approval. The laboratory must meet appropriate agency regulations. Provide service for the instrument during normal business hours, excluding holidays and weekends for the duration of the contract. Technical support via telephone must be available for any reagent, software, and instrument problems between the hours of 8:00 am and 4:00 pm CST. On-site service must be available within 24 hours of notification. Defective parts and software shall be replaced at no charge. Provide preventative maintenance visits at least twice a year for the duration of the contract at no additional charge. Provide instrument software upgrades at no cost during the term of the contract. Provide off-site training for two individuals to include transportation, food and lodging during the first year. Additional slots of (1) individual annually for the duration of the contract will be included at no additional cost. This training slot will be used as needed and will not be able to be carried from one year to the next. Additional on-site training shall be provided as necessary and at no extra charge. Perform correlation, precision, linearity and all other studies required during installation of system. These are necessary to satisfy accrediting agencies. System must have engineering features to enhance reliability such as modern diagnostics. The purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 30 Nov 09. Please note that this is not a request for competitive quotes. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. DEADLINE DATE for the submittals is 23 Nov 2009 at 12:00 pm Pacific Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
