Set Aside: has changed from No Set Aside, full and open to EMERGING SMALL BUSINESS RECOVERY: Emigrant Creek Ranger District Office Addition Design The Government is now requesting SF-330 submissions. Those firms who have expressed interest shall not have to resubmit their SF330 part 2, but shall submit their SF 330s to the office below. Firms desiring to be considered for this design shall also submit a statement of capacity that indicates the ability to prepare the design of this office building by April 01, 2010. This project, pursuant to the Small Business Competitive Demonstration Act, is now restricted to EMERGING SMALL BUSINESSES ONLY due to the elimination of the Blue Mountain Bunkhouse Design that was originally included in this project. This project is subject to the American Recovery and Reinvestment Act – Reporting Requirements. Potential contractors will be evaluated by the following stated by decreasing level of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Capacity to accomplish the work in the required time; (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (4) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. The contract for Architectural and Engineering Services will be negotiated. Estimated range is between $25,000 and $100,000. Contracting Office Address is Wallowa-Whitman NF, P.O. NOTE: THIS CHANGES THE WORK BY REMOVING THE DESIGN OF THE BLUE MOUNTAIN WORK CENTER BUNKHOUSE. THIS IS ONLY FOR THE DESIGN OF THE EMIGRANT CREEK RANGER DISTRICT OFFICE ADDITION. RECOVERY: Emigrant Creek Ranger District Office Addition THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPURTUNITY WILL BE PROVIDED TO CONTRACTORS USING A-E PROCEEDURES AS OUTLINED BELOW. EROC Northwest will use the short selection process described in FAR 36.602-5 to select an A/E firm to provide Architectural and Engineering Services for design and inspection service for an addition to the Emigrant Creek Ranger District Office located at 265 Highway 20 South, Hines, OR. The design shall be standard wood or steel frame construction. The Government will utilize the database(s) maintained by the Army Corps of Engineers, Architect-Engineer Contract Administration Support System, (ACASS), http://www.nwp.usace.army.mil/ct/i/home.asp or the On Line Certifications and Representations, (ORCA), https://orca/bpn/gov/ to obtain SF-330 information. New SF-330 submissions are not being requested to be sent to this office; rather, SF-330s residing in the systems will be pulled from the database on or after November 12, 2009. Firms are encouraged to ensure that your SF-330 is entered into the ORCA and Corps of Engineers databases prior to this date. This project, pursuant to the Small Business Competitive Demonstration Act is unrestricted and is not set aside for small business. This project is subject to the American Recovery and Reinvestment Act – Reporting Requirements. Potential contractors will be evaluated by the standard five evaluation criteria located at FAR 36.602-1. The contract for Architectural and Engineering Services will be negotiated.
