- Summary 1. The contractor will provide playground design, removal, disposal, installation, equipment and rubber safety tiles. Site layout and photos shall be provided by the Government. Playground equipment and safety tile colors shall be coordinated with the Government prior to fabrication or manufacture. Playground equipment will be International Play Equipment Manufacturers Associations (IPEMA) certified to ASTM F1487, Standard Consumer Safety Performance Specification for Playground Equipment for Public use. 2. The contractor shall provide a "Certified Playground Safety Inspector" (CPSI) that is certified by the National Recreation and Park Association (www.nrpa.org) to inspect the newly installed playground and provide the Government a written audit report prior to final payment of all work. The report will identify if the playground is in full compliance with all requirements with the Consumer Product Safety Commission for playgrounds. 3. The playground equipment and rubber safety tiles shall be manufactured and installed in accordance with the guidelines shown in the 2008 Consumer Product Safety Commission (CPSC) "Handbook for Public Playground Safety". The playground equipment must meet be ADA Accessibility Guidelines for Buildings and Facilities (ADAAG) compliant for Ages 2-5, 2-12 and/or 5-12. 4. The Contractor shall include equipment age appropriate and installation date sign at each location. 5. The contractor will be responsible for the purchase, transportation and storage of all equipment and supplies. 4. The contractor will provide all parts, materials, and product information. Including catalog cuts, material specifications and physical properties (ASTM test methods utilized) 2. The contractor will provide certificate endorsed from the manufacture stating the contractor is a certified installer for the equipment provided or have a certified manufacture installer onsite to supervise installation and repairs. 3. The contractor will have reference clients or customers whom the offeror and/or its proposed subcontractor(s) have successfully completed a contract or project similar to the requirement set forth in this solicitation, within the last 3 years. Contractor Qualifications: The contractor shall have been in business installing United States playground equipment in accordance with the guidelines of the 2008 CPSC. Experience installing United States playground equipment on Government installations will be considered to have more weight in the evaluation of this factor, than experience installing non-United States playground equipment. PPI should be for contracts or projects that must be either current or have been completed within the last 3 years. The Government may use past performance to ascertain from databases, telephonic or fact-to-face inquires, or any other method deemed appropriate or necessary.
