Description
The NAICS Code is 541330. Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California, intends to issue a Firm Fixed Price Order on a sole source basis to BAE Systems, Armament Systems Division, 163 Rochester Drive, Louisville, Kentucky 40214-2683, under Basic Ordering Agreement Number N00024-07-G-5438. The Contractor shall provide the requisite labor required to apply the Passive Countermeasures System (PCMS) to the MK 38 MOD 2 MGS as described in specified drawing sheets one (1) through (9) on twenty-three (23) systems. Tasks include labor the application of the PCMS, manufacturing engineering support as required, incidental adhesives and miscellaneous labor for inspection, review and sign-off with the U. S. Government. The contractor shall provide all required templates and any special equipment or processes required for the application of the PCMS. The contractor shall provide for proper security for the control, access and disposal of the PCMS per ACD 05T1-05. Unless specifically provided for otherwise, only U.S. citizens shall be granted access to PCMS materials when uninstalled or during the installation, demilitarization, and disposal processes. Period of performance (delivery) is to be one month after receipt of GFE and shall be a minimum of one (1) and a maximum of four (4) MGS per month for a total quantity of twenty-three (23). BAE Systems Land & Armaments, L.P., ADS, Louisville, KY, is the only known company with the requisite technical qualifications and facilities to perform the work in the required timeframe. BAE is the only qualified contractor within the United States capable of manufacturing, overhauling, upgrading and performing depot-level repair and service of the Navy's MK 38 Gun System. Only BAE has the necessary in-depth knowledge of Navy gun design, production, assembly, and testing techniques regarding these weapons, including the necessary tooling an in-house capability to build, repair and maintain these guns.
