Modification 1 effective 11/13/09The purpose of this this solicitation amendment is to incorporate vendors questions and answers and to extend the date and time of the solicitation to Tuesday the 17th of November 12:30 p.m. PST. 1. QUESTION: Is this instrument an amplifier or is it an application specific instrument that includes amplification? ANSWER: A 35 dB Gain RF Amplifier from 8 to 12 GHz. This is not for a specific application. 2. QUESTION: The minimum gain is 50 dB. What is the maximum gain? ANSWER: Need to achieve 200 Watts (53 dBm) power out. Minimum gain is 35 dB with input power up to 18 dBm. Not concerned with maximum gain but must achieve 53 dBm power out. Max gain no greater than 53 Db with 0 dBm maximum input power. 3. QUESTION: Gain flatness across the operational band of 8 GHz to 12 GHz? ANSWER: 3 dB from 8 to 12 GHz. 4. QUESTION: Minimum output power at 1 dB compression? ANSWER: 53 dBm (200 Watts) 5. QUESTION: Minimum output saturation power; and/or minimum output power at 3 dB compression? ANSWER: 54 dBm (250 Watts) 6. QUESTION: Typical operational output power? ANSWER: 53 dBm 7. QUESTION: Maximum input VSWR? ANSWER: 2.0 : 1 8. QUESTION: Maximum output VSWR? ANSWER: 2.0 : 1 9. QUESTION: Third order intercept point? ANSWER: 54 dBm 10. QUESTION: Noise Figure ANSWER: 40 dB 11. QUESTION: Portability? ANSWER: Amplifier will be used in fixed location, portability is not a concern 14. Question: Is there a specific manufacturer needed? Answer: NO This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this request for quotation (RFQ) is N66001-10-Q- 5782. The government is soliciting quotes for the purchase of a commercial amplifier. This requirement will result in a firm-fixed priced purchase order. This solicitation is set aside for small businesses. The applicable NAICS code is 334220. The size standard is 750 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-37 (10/14/09) and Defense Federal Acquisition Regulation Supplement (DFARS), October 19, 2009. The requirement is to procure an amplifier per specifications below. 0001 Amplifier Quantity 1 ea Specifications: Minimum 50 DB of Gain, Maximum input: 1 milliwatt, Frequency range: 8 to 12 GHZ (x-band) minimum, External power: 120 v, 60 HZ 0002 Shipping charge, 1 lot 0003 IUID Label charge (if any), 1 ea (required on items over $5,000.00 per unit). Basis for award: Award will be made to the contractor offering the bid lowest technically acceptable that is most advantageous to the government based on price.
