Description
Statement of Work This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKSF00-10-02618 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 561110 and business size is $ 7.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (SF), requires an administrative officer to assist the Office Monday through Friday for eight hours a day, except Government holidays, with controlled correspondence, regulatory package review, document flow, miscellaneous services in support of the Domestic Fisheries Division, communications for the Directorate, scanning and electronic record keeping, and assisting with some human resource services. Please see attached Statement of Work for additional listing of duties. The resulting purchase order shall be awarded on a best value basis and negotiated on a firm fixed price basis. Period of Performance: Initial Period - 960 hours starting about January 11, 2010- ending about July 9, 2010; Optional Period #1 520 hours starting about July 12, 2010- ending about October 8, 2010; Optional Period #2 520 hours starting about October 12, 2010- ending January 14, 2011; Optional Period #3 520hours starting about January 18, 2011- ending about April 8, 2011 and Optional Period #4 520hours starting about April 11, 2009 - ending about July 8, 2011 but not to exceed Dec. 31, 2011. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal on setting forth an approval to perform the work, location, past performance and price addressed to Gina E.
