Description
Notice of Proposed Contract Action The U.S. Air Force Space and Missile Systems Center (SMC) MILSATCOM System Wing (MCSW) intends to modify the Advanced Extremely High Frequency (AEHF) contract, F04701-02-C-0002, to study the AEHF evolution and within Government design direction, develop capability insertion options with the purpose to enhance future AEHF satellite system performance. This study effort will focus on defining AEHF enhancement options which meet user demands for protected, survivable satellite communications. It includes, but is not limited to: defining capability/requirements tradeoffs for AEHF systems; delivery of a Capability Insertion Program (CIP) plan to include how the Government's investment in the Transformational SATCOM (TSAT) technology can be leveraged; AEHF parts obsolescence opportunities; and cost, schedule, performance, risk assessments for recommended enhancement options to be integrated with the current AEHF program of record. This study is intended for award on a cost-plus-fixed-fee modification on the AEHF contract. MCSW intends to award this study on a sole source basis because award to another contractor will result in a substantial duplication of cost to the Government that is not expected to be recovered through competition (FAR 6.302-1). MCSW believes that only Lockheed Martin Space Systems Company (LMSSC), the current AEHF Prime Contractor, possesses both the capability and experience to effectively address this study and planning effort. The contractor must have detailed knowledge and experience with the AEHF Program of Record to appropriately advise the Government on strategies to enhance the AEHF system. At present, the Government does not own all of the AEHF technical data. Any persons or companies interested in this effort are encouraged to contact LMSSC directly for subcontractor opportunities.
