Description
The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, N.J. 07806-5000, in support of the Product Director, Non-Standard Ammunition (PD NSA) is conducting a Market Survey to identify potential sources and vendors capable of providing multiple variants of non-standard ammunition. Non-standard ammunition shall meet as a minimum, the requirements and verification procedures of the General Specification for Non-Standard Ammunition, dated 29 May 2009(http://www4.osc.army.mil/padds_pdf/W52P1J09R0093/attach_exhib/Attachment0001GenSpec.pdf ). Items not specifically listed in Annex A of the General Specification shall be required to meet as a minimum, equivalent family requirements listed in Tables III through X as appropriate. Vendors must have the capability to ship the munitions, once procured, to multiple locations around the United States and possibly to limited OCONUS locations. The overarching intent of this program and procurement action is to find and utilize multiple source(s) that can reach around the world at any given moment and gather and provide multiple types of foreign munitions and former Soviet Union/Warsaw Pact type munitions for training and testing purposes. The list below represents the required munitions capability that is of interest to the US Government. This is not an all encompassing list and it should be noted that as new munitions enter the global scene source(s) could be required to procure them. As such, any future Request for Proposal (RFP) is expected to involve defense items, defined in the Arms Export Control Act, 22 U.S.C. 2778 (J) (4) (A), and subject to regulation under the International Traffic in Arms Regulations (22 CFR Parts 120-130) (ITAR). Activities subject to regulation include, but are not limited to, brokering. In accordance with the ITAR, any U.S. person, wherever located, and any foreign person located in the United States or otherwise subject to the jurisdiction of the United States, who engages in the business of brokering activities with respect to the manufacture, export, import, or transfer of any defense article or defense service subject to control or any foreign defense article or defense service is required to register with the U.S. Department of State, Directorate of Defense Trade Controls. It is in the interest of both the Government and the Contractor to have a common understanding of export-controlled items and expected compliance involved in contract performance. In addition, offerors are cautioned that even pre-proposal activities necessary to respond to any future solicitation may meet the definition of brokering activities requiring registration and licensing. All responsible, interested offerors are encouraged to submit their capabilities / qualification data, to include information on their quality management system and processes, and any other pertinent information via email, or electronically no later than 4 December 2009. All information is to be submitted at no cost or obligation to the Government, information provided will not be returned. Responses should be limited to no more than twenty-five (25) pages. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. The ACC JM&LCC CCJM-ET POC is Mrs. Miluska Lewis at miluska.lewis@us.army.mil. This is a Sources Sought / Market Survey Announcement only and should not be construed as a Request for Proposal (RFP) or as a commitment by the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. The information you provide will only be used by the U.S. Army in developing its acquisition approach for the Non-Standard Ammunition Program.
