Description
The United States General Services Administration (GSA) has a requirement for the selection of a quality contractor for the full preventive maintenance and elevator upgrades on six passenger elevators, one freight elevator, and one sidewalk lift elevator at the United States Custom House in Philadelphia, PA. The anticipated start date is March 29, 2010, continuing for two years; one option lasting two years; and two additional options with each option lasting three years. The estimated cost of this project is between $500,000 and $1,000,000 over the ten years if all three options are exercised. Award will be a firm fixed price contract with economic price adjustment and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award may be made without discussions and will be made using best-value, source-selection procedures incorporating tradeoffs between price and non-price related factors. For this procurement, price will have equal importance to all of the non-price related factors combined. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the best value to the Government based on a combination of non price-related factors and price. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Relevant Past Performance, 2. Management Plan. The NAICS code applicable to this project is 238290. This procurement is being solicited as Unrestricted in accordance with the Small Business Competitiveness Demonstration Program. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-Proposal conference will be held at the United States Custom House, Philadelphia, PA at a date to be determined. Prior notification of attendance to this conference is mandatory due to building security.
