- The Philadelphia VA Medical Center (PVAMC) is seeking a qualified professional Architect Engineering services (A/E) firm which shall provide all investigative surveys and verifications of as-built conditions required to develop construction documents for the renovation and upgrade of building #30 Community Living Center (CLC), Project Number 642-CSI-102. The PVAMC CLC will be renovated to meet the VA's Cultural Transformation standards which will enhance the physical plant and in turn improve the quality of life of the veterans residing and receiving care at the CLC. This Cultural Transformation initiative aims to enhance the overall aesthetics of the current facility to provide it with more of a community like atmosphere instead of the sterile, clinical feel. The design will include the renovation of two inpatient units and common areas to include a dining hall, day rooms, congregate baths and office space, creation of centralized nursing stations with adjacent patient living areas on each unit. Each inpatient unit will be designed to serve a specific patient population grouped by diagnosis and care level. New patient units will consist of The 2 inpatient units to be developed as follows: "1C (19,000 sq. ft Long Term Care Unit with private bedrooms and semi private with private baths. Renovation of dining room and common areas. "2C (18,000 sq. ft.) Long Term Stay Dementia Unit and common areas. A/E firm will lead via a health planner (experienced in Green House environmental planning) a work group from the CLC to develop a conceptual plan for the renovations. These discussions will take into account the latest VA Cultural Transformation standards including the "Green House" recommendations for this type of facility. In addition, PVAMC would like to address other specific issues in this renovation such as the establishment of enhanced community living areas on each unit and a hair salon/barber shop by expanding the current building approximately 2,500 sq. ft. to accomplish the aforementioned goals. Survey to include all areas above, below and adjacent to the work site that will be affected by the construction project. Investigations shall include the existing building structure, site utility plans and any system modifications necessary to maintain adjacent facilities. Existing building systems shall remain operable at all times during construction. Construction estimates of contract time and cost will be required at each project submission. The A/E firm will be required to collaborate with the Department of Veterans Affairs staff to determine structural, architectural, mechanical and electrical design requirements. Drawings concerning the existing conditions will be provided to the A/E firm. These drawings may not accurately reflect existing as-built conditions and are to be considered a guide only. Department of Veterans Affairs design manuals for each design discipline are available on the VA Facilities Management Homepage at http://www.cfm.va.gov. Any major design deviations from these manuals should be discussed and approved by Facilities Management Support before the design is incorporated on the contract documents. The A/E firm will be required to investigate the condition and capacity of the existing utility systems, to include but not limited to the hot water heating, domestic hot water, chiller capacity in order to determine their capability to handle the renovations and building addition. Provide new HVAC systems to building addition if required. The A/E firm will be required to include the services of a Fire Safety Engineer for review of all drawings and specifications. A/E firm shall have licensed professional architects/engineers currently registered in the state of Pennsylvania or in a state of which Pennsylvania has recognized the engineering license. The A/E shall assure compliance with and design according to all local, federal, Department of Veterans Affairs, OSHA Regulations, state laws, regulations, codes and ordinances. The geographical area of consideration is a 200 mile radius from the Philadelphia VA Medical Center. The duration of design is to be six (6) months (180 calendar days). This procurement is unrestricted under NAICS Code 541310. The estimated construction cost of this procurement is between $2,000,000.00 and $5,000,000.00. Potential contractors must be registered in CCR (www.ccr.gov) at the time of submission of their qualifications in order to be considered for award. A/E firms interested are invited to submit two (2) copies of the completed SF 330s (Part I and II) to the attention of Maureen Jordan, Contracting Officer (90C), Department of Veterans Affairs, Philadelphia VA Medical Center, 3800 Woodland Avenue, Room GC104 (located near the Library in the basement of the main hospital building (Building 1), Philadelphia, PA 19104.
