Description
This Request for Information (RFI) is an initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This Market Research and RFI is for planning only, and shall not be considered a Request for Proposal (RFP) or Invitation for Bid (IFB), an obligation from the U.S. Government (USG) to acquire any products or services, or authorization to incur any cost in anticipation of such authorization. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The USG does not intend to award a contract on the basis of this RFI or reimburse respondents for any information furnished pursuant to this RFI. The Defense Supply Center Philadelphia (DSCP) Directorate of Medical Supplier Operations is contemplating an amendment to the solicitation, SPM2D1-07-R-0002, for Newborn Screening Services, which required all offerors to submit proposals by the closing date of September 25, 2009. The amendment may revise the requirement for a Board Certified Genetic Counselor to allow the contractor to provide counseling and guidance from staff who have training and experience in newborn screening counseling and fall into one or more of the following specific categories: a Registered Nurse, a Masters in Public Health, a Genetic Counselor (via board certification and/or an MS in Genetic Counseling), a PhD in a related field, or an MD. The solicitation may also be revised to require contractors to accept specimens and release results at least 5 days per week (defined as “business days”) excluding Saturdays, Sundays, and Federal Holidays (see the following website for listing of Federal Holidays: http://www.opm.gov/Operating_Status_Schedules/fedhol) as opposed to six days per week, Monday through Saturday. In addition the solicitation may be revised to require that the contractors complete all testing and report test result information on a Health Insurance Portability and Accountability Act (HIPAA) compliant web-based system not later than four business days following sample/Purchase Order receipt as opposed to being required to complete all testing and report test result information within seventy-two hours/three business days. Furthermore, the solicitation may be amended to state that the methods used for the Newborn Screening testing should demonstrate the offeror’s capability and capacity to follow currently accepted laboratory practices that are same or similar to those found in the MMWR Recommendations and Reports “Using Tandem Mass Spectrometry for Metabolic Disease Screening Among Newborns”, April 13, 2001/Vol. 50/No. RR-3 in lieu of the requirement that the contracts meet and maintain compliance with the national quality assurance/quality control measures in the MMWR Recommendations and Reports “Using Tandem Mass Spectrometry for Metabolic Disease Screening Among Newborns”, April 13, 2001/Vol. 50/No. RR-3.
