- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch (EIB) plans to procure on a sole source basis a Maintenance Agreement for the following Government owned systems: Becton-Dickinson FACScan (s/n 83023); Becton-Dickinson FACSCalibur (s/n E5196 - 4 color); Becton-Dickinson FACS Flow Supply System (s/n N1227); FACSARIA 3-Laser System, (s/n P22300031); FACSCALIBUR 4CLR System, (s/n E20200198); FACS FLOW Supply System, (s/n N1813); FACS FLOW Supply System, (s/n N2468); LSRII SPECIAL (s/n H47100178); Laser Component of (s/n H47100178), Sapphire 488-100 Blue Laser (s/n 3954); Laser Component of (s/n H47100178), 640-40 Red Laser (s/n 3955); Laser Component of (s/n) H47100178), 594-50 Yellow Laser (s/n 4214); Laser Component of (s/n H47100178), Violet Laser 50 MW (s/n 3956); Laser Component of (s/n H47100178), UV 100mW Laser (s/n 3953) with BD Biosciences; 2350 Qume Drive; San Jose, CA 35131-1807. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 811219 and the business size standard is $7M. The period of performance shall be for twelve months from December 1, 2009 through November 30, 2010. Currently, the EIB houses the systems in four rooms on NIH’s Main Campus. The instruments are in use daily by laboratory personnel to perform scientific research geared towards the mission of the NCI. The systems and there components are used heavily and considered an essential part in daily studies. For these reasons, it is imperative that a maintenance agreement be enacted in order to keep all machines running proficiently and for immediate access to service bulletins that occur over the next twelve months. The purpose of this requirement is associated specifically with the need for a maintenance contract for the aforementioned systems and there components. BD Biosciences is only the manufacturer of some of the instruments indicated above, yet is the only vendor capable of providing comparable local field engineer force and access to specialized Original Equipment Manufacturer (OEM) parts required for service and/or OEM software modifications. It is critical to the research community currently using the instruments that all service be performed by a vendor capable of all maintenance required to include not only standard replacement parts and upgrades, but specialized OEM components for each system as well as OEM software which was implemented originally with the equipment in the lab. It is imperative that the system is calibrated accurately and maintained according to the manufacturer’s specifications. Any deviation from the specifications could run distort information or disrupt studies currently in process on the instrument. Technicians to be provided from the vendor are factory trained, have access to technical manuals relating specifically to the all systems including recall notices. In addition, proprietary software and replacement parts are available only through BD Biosciences to supply and service their included instruments. Specifically, this requirement is critically important due to the nature of the work in the EIB core facility. More than 75% of the work is with freshly explanted, or very short term cultured (hours) cells prepared from various mouse organs. These cells are extremely fragile and die less than 12 hours after they are harvested. Some of the mice used are genetically modified and are extremely valuable with some experiments requiring up to 100 mice to complete. Therefore, these experiments are extraordinarily expensive to perform. If a flow cytometer malfunctions, but can be repaired within 4-6 hours, the experiment will be a contribution even though the mice have already been sacrificed. BD Biosciences has 5 local service engineers, and usually one or more of them are at NIH on any given day. This response is only possible with a sizeable local service force. For these reasons, no other source is known to the NCI capable of providing service to include all specifications of the labs needs. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on November 27, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
