- This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number 10-Q-E009216 shall be referenced on any technical quote and price quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigations (FBI) has a requirement for the following training: The CART Unit of the FBI is tasked with providing the most up-to-date methods of acquiring, examining, and presenting computer generated (digital) evidence. The FSU Digital Evidence Laboratory (DEL) Training program is tasked with providing training and certification for CART Forensic Examiners. The FBI is experiencing an overwhelming increase in the number of cases where digital evidence is encountered. The FBI also requires that the individuals assigned to seize and/or examine digital evidence be properly trained and certified due to the difficulty of seizure of digital evidence and the fact that the evidence can be easily altered. Each year the DEL must certify approximately 40 to 60 new examiners. In addition, two new Regional Computer Forensics Laboratories (RCFL) will open in FY2010 with additional new trainees. Experienced examiners also require advanced training. The following CLINs are required: CLIN 0001: Access Data Boot Camp. Access Data is the manufacturer of the primary processing tool used by CART Forensic Examiners. The Software is called Forensic Tool Kit (FTK). The FTK Boot Camp class is a required class for all Forensic Examiner Trainees pursuing CART Certification, an FBI requirement. This course shall be hands on and provide students with the knowledge to effectively use AccessData's forensic software tools. These tools include FTK Imager, FTK, and Password Recovery Tool Kit. Period of Performance: December 1, 2009 through September 30, 2010. Currently up to five classes are anticipated, to be held at various RCFLs within the United States. CLIN 0002: AccessData Internet Forensics. This class is required for all Forensics Examiner Trainees pursing CART Certification, a requirement at the FBI. This class must focus on forensic artifacts left by subjects as they surf the internet, chat on the Internet, or send and receive email. The detailed level of training requires the use of FTK to locate such evidence. Period of Performance: December 1, 2009 through September 30, 2010. Currently up to four classes are anticipated, to be held at various RCFLs within the United States. CLIN 0003: AccessData Windows Forensics. Additional FTK utilities, such as Registry Viewer, are required for each examiner, and will be part of the required Ultimate Tool Kit for CART examiners. This Windows Forensics class is a required class for all Forensic Examiner trainees pursuing CART Certification, a requirement for the FBI. This course will provide students with the knowledge and skills necessary to conduct an effective windows based investigation using the AccessData Ultimate Tool Kit. In addition to using advanced search and filtering techniques, students will use the Ultimate Tool Kit with the Registry Viewer to address the following windows artifacts: The Recycle bin, File Meta Data and OLE items, Print spools and Remnants, Unallocated Data Carving, and Windows Log and Link Files. Students must also learn how to gain access to files that have been encrypted with Microsoft Encrypted File System (EFS) component, parse thumbnail lists from windows and other popular applications, in addition to other tasks. Training with the highest level of focus on FTK and the Ultimate Tool Kit is required. Several classes are currently anticipated from December 2009 to September 30, 2010. Each will be held at various RCFLs around the United States. CLIN 0004: AccessData Vista and other Advanced Topics. This class will be an advanced class, in workshop format that will provide the knowledge and skills necessary to analyze Microsoft Windows Vista Operating System artifacts and file system mechanics using FTK, FTK Imager, Password Recovery Toolkit (PRTK) and Registry Viewer. The course will also need to cover an intensive review of Registry Viewer and reporting, updates on Password Recover Toolkit functionality as well as procedures for troubleshooting processing issues. This class is required for certification for all examiners, a requirement for the FBI. One class is anticipated at this time, at a RCFL to be determined. The following are deliverables required: 1. Each instructor provided must be qualified to provide the technical level of instruction that is required for CART Examiners. 2. Each instructor provided must be able to teach the required courses using the AccessData software that participants will have with them when they come to class. 3. Each instructor will either be currently certified or be able to obtain certification in order to be able to provide the required certification to students upon their successful completion of each class. 4. Each instructor must be knowledgeable in CART Methodology and CART rules. 5. Class size is to be a maximum of 24 students, and include all materials including class manuals and a CD containing example evidence files and lab files for each student. 6. Attendance rosters and skills assessment results are required for each student. 7. A Practical Skills Assessment must be provided to each student upon completion of the class. Successful completion of the Practical Skills Assessment is required to obtain a Certification of Completion. 8. Individual Student Assessments from each student are to be provided to the FBI upon completion of each course. All travel and additional expenses, such as shipping of class materials, shall be included in the offeror's quote. The North American Industrial Classification System (NAICS) number is 611420. The Government will award a firm fixed price (for each class) purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose technically acceptable offer conforms to this combined synopsis/solicitation. Award will be based on the Best Value. Award will be all or none. Vendor must be able to meet all requirements. The Government is not responsible for locating or securing any information, which is not identified in the quotation but may do so at its discretion.
