Description
This procurement will be funded under the American Recovery and Reinvestment Act (ARRA), Public Law 111-5 (February 17, 2009). THIS IS A PRE-SOLICITATION NOTICE AND THE SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD ON NOVEMBER 27, 2009. ALL PROPOSALS ARE DUE BY 3:00 PM EST DECEMBER 15, 2009. Delivery address will be notated within the solicitation. NO OTHER INFORMATION WILL BE AVAILABLE BEFORE THE SOLICITATION IS POSTED. The U.S. Department of Labor (DOL), Job Corps intends to procure design-build services to renovate the Food Service Building (Building 554) at the Frenchburg Civilian Conservation Center located in Mariba, Kentucky. Renovation will total approximately 6,000 gross square feet. The Food Service Building has a number of significatn problems. The electrical system is inadequate for the current requirements, and is obsolete. Kitchen and storage area lighting is old and inadequate. The air conditioning system for the building no longer functions adequately. The suspended ceiling system in the kitchen is old and damaged. Other problems include: the lack of rest room facilities for the students; damaged restroom facilities for the kitchen staff. lack of weather protection at the exterior queuing area for the students and staff; damaged rear door; and some displaced exterior masonry in need of repair. In addition, the below-slab waste line drainage system in the kitchen area drains slowly which requires a comprehensive investigation of the cause. Also, the kitchen exhaust hood is corroded, and no longer provides fire protection. The proposed method of procurement will be HUBZone Competition. The period of performance will begin within 14 calendar days from receipt of Notice to Proceed (NTP) and shall be completed within approximately 215 calendar days from receipt of NTP. Substantial completion shall be within 246 calendar days from NTP. The estimated cost range is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33.5 Million.
