- The Public Buildings Service of the United States General Services Administration (“GSA”), Northeast & Caribbean Region, New York, NY, is requesting Letters of Interest from General Contractors (GC) to provide construction services for repair and reconstruction of the 26 Federal Building Plaza at the intersection of Lafayette and Worth Streets, Jacob K. Javits Federal Building, 26 Federal Plaza, New York, NY. For the Request for Proposals, the interested GC will receive Design Documents, created by an A/E under a separate procurement. The current estimated construction cost range (including options) is $5,000,000.00 to $10,000,000.00. The estimated project construction duration is 730 days (2 years) from the Notice To Proceed. The North American Industry Classification Systems (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million in annual receipts averaged over a concern’s latest three (3) completed fiscal years. The scope of work includes, but is not limited to the following: •Demolition of the existing plaza, including furniture, existing waterproofing, and required substrate to levels required to properly install the new plaza. •Selective structural reinforcement, including substrate, to accommodate all existing and new loading of the plaza. •Various related repairs to the building and plaza, substrate, structure, and finishes. •Repair and partial replacement of the existing garage roof slab. •Development of the substrate to support the new raised plaza elevation. •Rebuilding of the plaza to include paving, seating, fountains, curbs, and design elements. •Complete waterproofing of the substrate and plaza areas. •Provide all drainage and related plumbing. •Landscaping, including curbs and earth berms, to support medium to large size trees and ground cover. •Lighting including all circuits, panels, and accessories, required for operation. •Access stairs, HC ramps, and railings. •Provide and install new guard booth and operational connectivity. •Provide new enclosure for the existing air intake. •Provide and install new helioscope and supporting structure (including all operational connectivity) on the roof of 26 Federal Plaza. •Coordination of phasing operations, to allow for tenant and automobile relocations to swing space, as the work proceeds. •Coordination with security protocols and equipment. •Compliance with all GSA directives and guidelines. All systems are to include environmentally sensitive materials and energy efficient systems. The Government anticipates the release of a Request for Proposals (RFP’s) for the technical portion of this procurement on or about January 2010. The RFP will be issued on the Internet at: http://www.fedbizopps.gov/. Interested offerors are STRONGLY encouraged to register on this site to receive notification of actions associated with this solicitation number. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. At the conclusion of the acquisition process, the Government anticipates an award of a Firm-Fixed Price contract. A Site Visit/Pre-Proposal Conference will be held for this procurement. The conference will be held on or about January 2010. This conference will be held to discuss the project and address any questions or concerns and for offerors to visit the site. DOCUMENT SECURITY When the Request for Proposals is issued, because of the document security notice requirements, documents will not be available at any common viewing venue. Offerors who wish to receive the solicitation documents when the RFP is issued must first complete and submit to the Contracting Officer, a Sensitive But Unclassified (SBU) Document Security form. This form will be available with the Request for Proposals and upon request from the Contracting Officer. Documents will not be released until the completed SBU form has been submitted to the Contracting Officer (this includes all subcontractors and suppliers). INTERESTED OFFERORS ARE STRONGLY ENCOURAGED TO COMPLETE THE SBU FOR THEMSELVES AND ALL POTENTIAL SUBCONTRACTORS AND SUPLIERS IN ADVANCE OF THE RFP ISSUANCE. This will facilitate prompt distribution of the documents when the RFP is issued. Please respond with a Letter of Interest by November 13, 2009. This is not a Request For Proposal.
