Description
Note: This market survey was originally issued on August 15, 2008. Updates have been made to the draft Performance Work Statement (Attachment A). All interested parties are encouraged to respond to this survey. Venders responding to the August 2008 survey may either update their submission or confirm the submission is still valid. This market survey is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.1.2.1. The FAA has a requirement for the acquisition of Liquid Crystal Display (LCD) Main Display Monitors (MDMs) to replace those currently deployed in Terminal Controller Workstations (TCWs) for the FAA's Standard Terminal Automation System (STARS) as well as other FAA Air Traffic Control (ATC) Automation systems. Please refer to the draft Performance Work Statement (Attachment A) for additional specifics. This announcement is not a Screening Information Request (SIR) or a Request for Offer (RFO) of any kind. The FAA will not accept unsolicited proposals and assumes no liability for any cost associated with responses to this market survey. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet the requirements in Attachment A. Responses to this market survey will be used as follows: (1) Development of acquisition strategy,(2) Identification of potential sources,(3) Determine to what extent items meeting these requirements exist,(4) Obtain industry comment on requirements, and(5) Determine the feasibility of a set-aside for this acquisition. Interested vendors are requested to provide a capabilities summary of not more than 15 pages addressing corporate capabilities to provide the items identified in Attachment A. Comments may also be provided on Attachment A. The response must include: (1) A listing of U.S. sites where the FAA may observe operational displays that meet the requirements and supplied by the respondent.(2) The number of operational displays already delivered by, and those under order from the respondent that meet the requirements.(3) The site of manufacture and assembly of the displays, whether in the U.S. or foreign.(4) Warranty policies usually supplied and available from the respondent for the displays that meet the requirements.(5) Any other features and parameters of the offered display that may affect consideration. At this time, the nature of this competition has not been determined. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition would exist if this acquisition were set aside for eligible small businesses or for eligible socially and economically disadvantaged businesses under the Small Business Administration's 8(a) Program. The North American Industry Classification System (NAICS) code for this procurement is: 334111 - Electronic Computer Manufacturing - with a size standard of 1000 employees. All firms responding are required to return the Attached Business Declaration Form (Attachment B) and a copy of their 8(a) certification (if applicable). Failure of a sufficient number of adequately qualified 8(a) firms or small businesses to respond may result in a competitive procurement open to all businesses. Vendors interested in doing business with the FAA must also be registered in the Central Contractor Registration (CCR) Database in accordance with FAA Clause 3.3.1-35.
