SECURITY CLEARANCE : Employment Authorization 10. POSITION DESCRIPTION : See below POSITION DESCRIPTION: DEPUTY OFFICE CHIEF, HIV/AIDS TEAM LEADER, USAID/ETHIOPIA A. BASIC FUNCTION The Deputy Office Chief, HIV/AIDS Team Leader. He/she will provide technical, operational, and management support and is involved in the planning, design, and implementation and evaluation of HIV/AIDS activities, with a particular focus on HIV care and support, prevention and treatment services but an understanding and capacity to support the entire HIV/AIDS portfolio. S/he will provide day to day technical management oversight for the entire HIV/AIDS portfolio. Serve as Contracting Officer Technical Representative (COTR) for some of HIV/AIDS activities. S/he facilitates communication and maintain collaborative working relationships with mid to senior level staff at USAID and other USG agencies, government officials of the Ministry of Health, Regional Health Bureaus, Federal HIV/AIDS, Prevention and Control Offices (HAPCO), Regional HAPCO's, Donors and other government entities and non-governmental organisations working in the areas of HIV/AIDS. S/he represents USAID on various high-level governing bodies and technical working groups to support coordination and harmonization of HIV/AIDS activities in Ethiopia. S/he will be responsible for helping the Team achieve its PEPFAR results. Work closely with the HAPN Office Director and team leaders for Health and Malaria to ensure implementation of activities in support of the Government of Ethiopia's Health Sector Development Program. Provide advice and support to the HAPN team and other offices on a range of health issues, including preparation of design documents, strategies, assessments, and evaluations. Develop and deliver presentations, reference materials and speeches as necessary on the overall health program and related subjects for informational, advocacy and coordination purposes. Serve as point person in the coordination of monthly HIV/AIDS implementing partners' meetings and develop and put in place appropriate procedures for better coordination among USG teams, partners and regional programs. C. DUTIES AND RESPONSIBILITIES 1. STRATEGY AND PROGRAM DESIGN AND ADVOCACY (30%) •· Work closely with the HAPN Office Director and team leaders for Health and Malaria to ensure implementation of activities in support of the Government of Ethiopia's Health Sector Development Program. •· Assure USAID Family Planning, Maternal, Newborn, Child Health, HIV, and Malaria projects are programmatically linked where appropriate; develop synergies for maximum USAID investment and program impact. •· Provide advice and support to the HAPN team and other offices on a range of health issues, including preparation of design documents, strategies, assessments, and evaluations. •· Develop and deliver presentations, reference materials and speeches as necessary on the overall health program and related subjects for informational, advocacy and coordination purposes. 2. PROJECT MANAGEMENT, EVALUATION AND COORDINATION (40%) The incumbent will work closely with the HAPN Office Chief and the HAPN team to: •· Provide strategic vision, technical direction, administrative oversight and financial tracking of health, malaria and PEPFAR activities. •· Ensure that project annual work plans and long-range strategic planning are completed on time. •· Ensure that work plans are implemented in a timely fashion, including management reviews and evaluations, project progress reports, and financial expenditures. •· Ensure that sub project and research proposals, sub-agreements, consultant scopes of work and other project documents meet USAID standards. •· Perform COTR and signatory functions for projects, as assigned. •· Work closely with the Offices of Acquisition and Assistance and Financial Management to initiate and track all procurement actions. •· Responsible for completion of the PEPFAR semi annual and annual reports. 3. SUPERVISION OVER OTHERS ( 30%) •· The incumbent will supervise a team of forty six professional level staff comprised of Foreign Service National employees (FSNs), US Personal Service Contractors (USPSCs) and Third Country Nationals (TCNs). D. EVALUATION CRITERIA: •· A Master's degree in public health, demography, international health, social sciences or related field is required. (10%) •· At least 10 years experience in progressively responsible management of HIV/AIDS and PEPFAR, Malaria and infectious disease programs in developing countries; experience with maternal and child health and nutrition, family planning programming is desirable. (20 %) •· Demonstrated senior management experience, mentoring and providing professional development to a diverse staff of FSNs, USPSCs & TCNs. (20%) •· The qualified person must possess broad health operational planning experience, analytical ability, excellent communication skills and the capacity to convert concepts into firm plans to meet a variety of strategic and programmatic needs. (20%) •· Good interpersonal skills and an ability to work effectively as a member of a team as well as ability to coordinate groups are required. The qualified person must possess poise, be able to think on his/her feet, be assertive and proactive, yet sensitive to any given situation when working with partners, beneficiaries and other agencies. (15%) •· Excellent proven written and oral English communication skills are required, excellent computer skills, particularly with Microsoft Office software (word processing and spreadsheets) as well as personal initiative, organizational skills, the ability to work independently, and the capacity to present information articulately and professionally are required. TERMS OF PERFORMANCE, COMPENSATION AND LIVING CONDITIONS: The term of the contract will be for one year from on/about December 15, 2009 (earlier if clearances can be completed) to on/about December 14, 2010 (unless otherwise agreed). Within 2 weeks after written notice from the Contracting Officer that all clearances have been received or, unless another date is specified by the Contracting Officer in writing, the incumbent shall proceed to Addis Ababa to perform the above services which may be extended upon mutual agreement and subject to satisfactory performance and availability of funds. The salary range for this position has been established in the GS-14 range. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history, but will not exceed the top of the range. In addition, the Mission has a 25% Post Differential allowance. FICA and federal income tax will be withheld by USAID. F. Position Elements 1) Supervision Received : Incumbent will report to the Health, AIDS, Population and Nutrition Office Director, but the incumbent is expected to work independently in carrying out responsibilities 2) Available Guidelines: Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), Automated Directives System (ADS), Mission Orders and Mission Notices. 3) Exercise of Judgment : Projects assigned to incumbent include a variety of duties and processes requiring extensive exercise of judgment, decision-making, and communications management with minimal direction. 4) Authority to Make Commitments : The incumbent has no authority to obligate funds. 5) Nature, Level, and Purpose of Contacts: Personal contacts are with local and international NGOs, U.S. Embassy personnel up to the highest levels, USAID/Washington personnel, partners, implementers, and institutional contractors and senior officials of the Federal Democratic Republic of Ethiopia. 6) Supervision Exercised: Yes, S/he incumbent will supervise a team of forty six professional level staff comprised of Foreign Service national employees (FSNs), US Personal Service Contractors (USPSCs) and Third Country Nationals (TCNs).. 7) Medical and Security Clearance: The selected candidate must be able to obtain an Employment Authorization/Facility Access level security clearance and a medical clearance. 8) Benefits: AS A MATTER OF POLICY, AND AS APPROPRIATE, AN INDIVIDUAL MEETING THE REQUIREMENTS OF AN OFFSHORE HIRE USPSC IS NORMALLY UTHORIZED THE FOLLOWING BENEFITS. Other Benefits: Additional benefits are available for individuals hired from outside Ethiopia in accord with the AIDAR, Federal Travel Regulations and Standardized Regulations, e.g., international airfare from place of residence, R&R, international shipment of personal effects, unaccompanied baggage allowance, consumables allowance, POV Shipment, Repatriation Travel, furnished housing and educational allowances for dependent children.
