Description
The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions Branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate, on a sole source basis, with Waters Corporation, Milford, MA 01757, for a Total Assurance Plan for the Waters LC-tandem mass spectroscopy system. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code is 334510 and the business size standard is 500 employees. This is a firm fixed price acquisition. The period of performance is twelve months and place of performance is in Bethesda, Maryland. The NINDS Clinical Neurocardiology Section (CNS) develops and applies methods for assessing functions of central and peripheral catecholamine systems and coordination of these systems with other homeostatic systems in health, stress, and disease. The current research focus of the Section is on biomarkers and mechanisms of loss of catecholaminergic neurons in Parkinson disease and related disorders. The research includes clinical diagnostic evaluations of patients with known or suspected disorders of the sympathetic nervous system, adrenomedullary hormonal system, or synthesis, release, reuptake, metabolism, or turnover of catecholamines. Our Section also carries out collaborative studies about catecholamine systems and clinical diagnostic testing under the Clinical Laboratory Improvement Act (CLIA). Such research and clinical assessments require means to measure levels of catecholamines and related chemicals in body fluids such as plasma. To develop high throughput sensitive means to carry out these assays the NINDS-CNS uses a Waters Aquity/Quattro Premier LCMS system. The NINDS-CNS is in the process of developing novel and potentially important methods using this system. The Waters Aquity / Quattro Premier LCMS system absolutely requires scheduled as well as unscheduled service visits, equipment repair and replacements, software and hardware upgrades, and online technical support. Therefore the NINDS-CNS needs to have a Waters Total Assurance Plan to obtain the services to the existing system in the NINDS-CNS laboratory. The Waters Aquity / Quattro Premier LCMS system is a proprietary product from Waters Corp. The required services as listed are provided by Waters Corp engineers and are not available from any other sources. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider response submitted on or before 11:00 AM E.T., November 16, 2009 to Liem T Nguyen, ln18x@nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above unique specifications described herein. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Please reference announcement number 1310321 on all correspondence.
