- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W912KN-10-T-00A3 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulation (FAC) 2005-37 effective through Oct 14, 2009. The 177 Fighter Wing of the New Jersey Air National Guard at the Atlantic City Airport in Egg Harbor, NJ has a requirement for a 180-day wash and corrosion inspection of F-16 aircraft. 44 aircraft will be washed with 22 visits. The Government will provide all equipment and supplies, will have aircraft on location with canopy taped, and will perform inspection and acceptance when complete. Contractor provides labor to prep, tape (except canopy), and wash. The period is for one year and is 100% set-aside for small business. The NAICS Code for this requirement is 488190 and the size standard $7 million. This action will result in a Firmed Fixed Price (FFP) purchase order utilizing simplified commercial acquisition procedures. The Government will make an award to the responsible offeror whose offer conforming to the solicitaion is the most advantageous to the Government. The following provisons are included in this acquisition: FAR 52.212-1, Instruction to Offerors-Commerical; 52.212-2, Evaluation-Commercial Items. Evaluation criteria includes price and past performance. Offeror shall include 2-4 references from recent and relevant contracts to inlclude with their offer a brief description of performance and name and telephone number of the POC. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items Alternate I. A completed signed copy of provison 52.212-3, shall be made available upon Contracting Officer request. The following Clauses apply to this acquisition: FAR 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders- Commercial Items.
