- The bid date and time remain 11/10/2009 @ 2:00 p.m. This amendment contains clarifiction/changes to the specifications as follows: Solicitation No. AG-4431-S-09-0024 Page 2 Amendment No. 4 Site Visit Questions and Answers 1. Section 262300.0040 Page 9, 2.1.4 (a). Main breakers shall have short delay pick-up, and time settings ground fault settings. Ground fault settings are generally on 480/208volt systems. This is 208/120V. Are these necessary? Yes provide ground fault on the main 2. Section 262300.0040 Page 9, 2.1.8 Provide heaters in each switchboard section. This gear is protected from the elements. Are the heaters required? No heaters are not required 3. The drawings show a TVSS in new gear. There is no specifications referencing the TVSS. Can the owner provide specifications for the TVSS? See Specification Below: 2-3.2.1.1 Provide the following specification requirements for TVSS on the service entrance equipment. a. Use TVSS to protect the electrical service entrance equipment. b. The manufacturer must provide written specifications showing the clamping voltage in accordance with NEMA LA-1 and with 150 mm (6 in) leads external to the enclosure, must be no higher than: Voltage C3 (20kV, 10kA, combination wave) 120/208 L-N 700 L-G 700 N-G 775 L-L 975 277/480 L-N 1150 L-G 1100 N-G 1250 L-L 1950 c. Per mode single pulse surge current rating for and 8x20 ms waveform must be no less than: L-N 200kA L-G 200kA N-G 200kA L-L 200kA d. Protection Mode: All ten modes, have discrete suppression circuitry in L-G, L-N, and L-L and have bi-directional, positive, and negative impulse protection. Line-to-neutral-to ground protection is not acceptable where line-to-ground is specified. Solicitation No. AG-4431-S-09-0024 Page 3 Amendment No. 4 Site Visit Questions and Answers e. Fusing: Individually fuse suppression components. Do not use single fuses that protect multiple suppression. Do not render the entire suppression device inoperative because of a failure of a fuse or suppression component. f. MCOV: 115 percent of nominal voltage. g. Surge Life: Greater than 6500 surges of repetitive sequential ANS/IEEE C62.41 Category C3 waveforms with less than 10% degradation of clamping voltage. h. Listing: The total unit as installed must be UL 1283 and UL 1449 Second Edition listed, and not merely the components or modules. i. Validation: Independent laboratory verification of performance and durability. j. Warranty: Not less than a 5-year warranty and include unlimited free replacements of the unit if destroyed by lighting or other transients during the warranty period. k. Diagnostics: Visual indication unit has malfunctioned or requires replacement. Provide Form C dry contacts for remote monitoring. 4. How many 3", 2-1/2", and 2" conduits are coming into the top of the switchgear and how many are coming into the bottom. All conduits come in the top of the Switchgear. 5. It is our intention to remove the existing conductors back to the utility transformer. When we replace the service conductors, can we use 900 KCM XHHW compact aluminum wire with 90 deg high press lugs at the terminations? Aluminum conductors are not allowed. 6. The existing switch gear has a top horizontal section as part of the factory enclosure, if we upgrade this existing section to a new condition, can we then install the new switchgear under this existing cabinet and secure it to the pad with galvanized channel? The top section can be upgraded to "New" Condition if it meets all the manufacturer requirements and is new in appearance.
