Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W52H09-10-Q-5000 and is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37 dated 14 October 2009. The provisions and clauses incorporated into this solicitation are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and the Defense Acquisition Regulation Supplement (DFARS) may be accessed at https://farsite.hill.af.mil. This solicitation will be evaluated using Full and Open Competition. The associated NAICS Code is 322222. Please note that all interested vendors must submit a quantity of 10 each 8 by 11 samples of both Type I and Type II target paper IAW MIL-SPEC MIL-P-10831B (enclosed) (NOTE: approval process takes approximate one week). Only approved vendors will be considered for subsequent award. Award will be made to the offeror with the lowest price technically acceptable evaluated on a weighted scale based on quantities. See attached price evaluation sheet. 1. The offeror shall enter into an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. CLIN prices will be evaluated under a firm fixed unit prices for each CLIN and Quantity Ranges for the Base Year and both Option Years, on the applicable Price Evaluation Sheet. All unit prices proposed will be binding. 2. The Government reserves the right to require the submission of any data (i.e. cost or pricing data) necessary to validate the reasonableness of an offer. 3. The Government will evaluate offers based on prices proposed for the Base Year and both Option Years and any other price related factors required by the solicitation. 4. For each proposal, the Government will calculate a weighted evaluation price by multiplying the proposed unit prices for each range and ordering period by their respective weight and maximum quantity, and summing their totals. The weight associated with each range represents the likelihood that an order, if placed, would be placed within that range. 5. The Total Evaluated CLIN Price is the sum of the weighted evaluation price for the Base Year and both Option Years. 6. The Total Evaluated Price is the sum of the Total Evaluated CLIN Prices for all CLINS. 7. If an offeror fails to submit unit prices for all quantity ranges and Base Year and both Option Years, its proposal may be considered unacceptable and the Government may reject the proposal. Description of the Requirement: Target paper IAW Military Specification MIL-P-10831B. Place of Performance is Rock Island Arsenal, IL, Period of Performance is anticipated to commence on contract award with a 12 month base period of performance and with two (2) option years (12 month periods). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement as evidenced by the Military Specification. Price Award will be made to the Lowest Price, Technically Acceptable (LPTA) offeror. (b) Options. The Government will evaluate offers for award purposes by adding the weighted evaluated price for all options to the weighted evaluated price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (c) In addition to the clauses listed in paragraph (e) of the Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items clause of this contract (FAR 52.212-5), the Contractor shall include the terms of the following clauses, if applicable, in subcontracts for commercial items or commercial components, awarded at any tier under this contract: (1) 252.237-7019, Training for Contractor Personnel Interacting with Detainees (SEP 2006) (Section 1092 of Public Law 108-375). (2) 252.247-7003, Pass-Through of Motor Carrier Fuel Surcharge Adjustment to the Cost Bearer (JUL 2009) (Section 884 of Public Law 110-417). (3) 252.247-7023, Transportation of Supplies by Sea (MAY 2002) (10 U.S.C. 2631). (4) 252.247-7024, Notification of Transportation of Supplies by Sea (MAR 2000) (10 U.S.C. 2631). (7) 52.217-6 -- Option for Increased Quantity. Fill in xxxx days after contract award. (8) 52.217-9 -- Option to Extend the Term of the Contract. As prescribed in 17.208(g), insert a clause substantially the same as the following: Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 Years. Proposals must be received by 10 November 2009 at 1530 (3:30 p.m.) Central Standard Time. The proposal must include the solicitation number, business size, discount and payment terms, points of contact for past performance, and be signed by an authorized company representative.
