Joint Precision Airdrop System (JPADS) Ultra Lightweight (ULW) INDUSTRY DAY 1 DECEMBER 2009Notice The purpose of this notice is to announce the date, time and schedule of events associated with Marine Corps Systems Command (MARCORSYSCOM) Joint Precision Airdrop System (JPADS) Ultra Lightweight (ULW, which will be hosted by the Program Manager for Reconnaissance and Amphibious Raids (PM RAR) Infantry Weapons Systems (IWS) directorate. This notice also provides the draft System Specification minimum requirements to industry in order to receive feedback from industry and assess industry's capability to provide a materiel solution that will meet the current JPADS ULW requirements This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal, an obligation on the part of the Government to issue a request for proposal, and/or obligation on the part of the Government to acquire any products or services. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse interested parties for any direct and/or indirect costs and/or expenses associated with their respective responses to this RFI, including, but not limited to any direct and/or indirect costs associated with any submission or information provided to the Government. Moreover, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI. Furthermore, the information provided in this RFI is notational and may change. The Government is under no obligation to revise any aspect of this RFI should any information provided herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion. RSVP for the Precision Airdrop Systems Industry Day is due 20 November 2009. It is understood that all RVSPs will not desire a presentation time slot. Those intending to be present and want to orally present, need to express their interest in requesting a presentation time slot. All industry questions are to be submitted in writing prior to the event and are due no later than close of business 1600 Eastern time on 20 November 2009. Questions WILL NOT be answered during the individual presentation time slots. Interested firms who believe they are capable of providing a JPADS-ULW as described in the draft Systems Specification are invited to express their interest by responding to the Requested Information in this RFI with a two page executive summary and a matrix reflecting their system specifications as adhering to the draft government system specification presented herein. This two page, not to exceed, executive summary shall be in Microsoft Word for Office 2003-compatible format and the matrix shall be in Microsoft Excel for Office 2003-compatible format. A soft copy shall be submitted with eight (8) hard copies. Please be advised that any vendor proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page-by-page basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary.Additionally, interested firms are requested to provide the following information in their RFI response: (a) company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; and (b) indicate business size (i.e., large, foreign, small disadvantaged, veteran owned, minority owned, etc) to the Government representative listed below. Government is interested in commercial systems with demonstrated performance as confirmed by independent testing. Completed tests of Electrostatic Discharge, Electromagnetic Interference and Environmental tests are strongly encouraged. Industry shall submit a Notice of Intent to be in attendance no later than 1600, 20 November 2009 for the 1 December 2009 Industry Day. Both e-mail and mail submittals will be accepted. Following the main presentation in the morning, Industry participants will be assigned a fifteen minute time period for individual vendor presentations. Presentation time slots are for the specific purpose in allowing Industry to orally present their product and convey the ability to meet the draft system specification, but not for the ability to ask the government additional questions. At the conclusion of the conference, the government shall post, via NECO, all questions with answers addressed along with any other material presented from the government to industry during the event. Times will be randomly assigned and provided to Industry at the start of the conference. Each Industry Presentation time slot will be provided with equal treatment to another.
