Description
ISSUE DATE: 23 November 2009. Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal required for Medium Voltage Feeder Distribution replacement at the U.S. Coast Guard Academy in New London, CT. The project includes replacement of the original PILC 5KV and XLPE 5 KV cable with EPR 15KV cable from the main switchgear, ACB 1 to the G&W 15 KV load break switch in MacAllister Hall. The contractor will be required to replace existing cables throughout Feeder #1 (HV-1) branch circuit, clean the cable ducts, replace cable holders, then pull new 15 KV ethylene propylene rubber insulated cable (EPR) with an associated ground conductor. Existing branch connections spliced in to the lead cable shall also be replaced. Once the cable is replaced, the Contractor shall re-splice and test the replaced branch and feeder section. The Contractor shall complete the replacement and testing of one feeder section prior to beginning replacement of the other. The Contractor will be required to perform work in manholes and switchgear with energized 4160 volt cables and is required to use appropriate PPE including flame retardant clothing while working in these manholes and the main switchgear. The solicitation will include an optional bid item for the replacement of XLPE 5 KV cable with EPR 15 KV cable from Michel Hall to 15 KV junction point in Chase Hall Annex B. The amount of 15 KV cable required to complete the replacement of HV-1 is approximately 5,000 feet with an additional 800 feet for Optional Bid Item 0001. The estimated cost range of this project is between $100,000 and $250,000. Solicitation packages will be available on or about 23 November 2009. The tentative date set for bid opening is scheduled for December 29, 2009 at 2:00 pm. The applicable NAICS code is 238210 and the size standard is $14.0 million. Estimated performance time is 90 calendar days after issuance of NTP. This acquisition is issued pursuant to FAR Part 14 and is 100% set-aside for Small Business Concerns.
