Description
11/05/2009 Q. The sources sought clearly states that "offerer shall used Java as the programming language". However, the SSN also states that "Offeror shall seek formal written approval of the GPO for each alternative selected for the development of this system." Will any proposals be considered if they do not propose a technology/application written on Java? If so, what written request is required in order to obtain written approval of the GPO? A. Yes, proposals will be considered if they propose a technology that is not written on Java. As you may be aware, this programming is a standard used within the web development community at this time but advancements in this technology environment are changing constantly. The OFCCP wanted to establish a baseline for software application development environment that is generally available to the Vendor community. Q. The sources sought says that the system must be web-based and preferably COTS. Cloud Computing applications fit both of these requirements, but most are not written in Java. Will OFCCP consider a Software-as-a-Service (SaaS) hosted application as a potential software solution? A. Yes. When the effort was initially started this environment was not in existence. As stated above, in order to establish a baseline for the software application development environment, the language provided in the solicitation was relevant services generally available within the Vendor community.
