- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to issue a fixed-price incentive fee Request for Proposal to the General Dynamics LCS Team consisting of Bath Iron Works (BIW), 700 Washington Street, Bath, ME 04530, General Dynamics Advanced Information Systems (GDAIS), P.O. Box 26002, Greensboro, NC 27420, Austal USA (AUS), 1 Dunlap Drive, Mobile, AL 36602, and the Lockheed Martin LCS Team consisting of Lockheed Martin Corporation Maritime Systems & Sensors (LM-MS2), 2323 Eastern Boulevard, Baltimore, MD 21220, Marinette Marine Corporation (MMC), 1600 Ely Street, Marinette, WI 54143, Bollinger Shipyards Inc. (BSI), 8365 Highway 308, Lockport, LA 70374, and Gibbs & Cox, 2711 Jefferson Davis Hwy, Arlington, VA 22202, for the construction of Littoral Combat Ships and associated supplies and services. The scope will also include Select Ships Systems Equipment and Integration, Class Design Services, Technical Data Package Development, Additional Crew Support, Self Defense Test Ship Combat System Procurement and Installation, and Post-Delivery Support. For the requirements synopsized herein, the LCS team members are the only sources, with the requisite knowledge of LCS design, construction, systems, and extensive knowledge of, and experience with, mission module interface requirements to efficiently and effectively construct these additional follow-on ships within the required construction period, and perform the associated services. The requirement contemplated is for up to ten (10) ships with two (2) ships in Fiscal Year 2010 and for two (2) ships per year in Fiscal Years 2011 through 2014; up to five (5) additional Select Ship Systems to be provide to a Second Source in FY12; integration of up to five (5) sets of Select Ship Systems for a Second Source in FY12. The contract will be awarded through a limited competition pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
