- THIS IS A SOURCES SOUGHT SYNOPSIS TO CONDUCT MARKET RESEARCH FOR DEVELOPING A PROCUREMENT STRATEGY FOR AN UPCOMING CONTRACT FOR INFORMATION TECHNOLOGY (IT) SERVICES FOR PUBLIC WORKS AND DIRECTORATE OF PLANS, TRAINING, MOBILIZATION AND SECURITY AT FORT LEWIS, WA AND YAKIMA TRAINING CENTER. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 5:00 pm (Pacific Time) on 12 November 2009. The responses should be forwarded to the attention of Francis Eugenio, Contract Specialist, by email: Francis.X.Eugenio@usace.army.mil, or fax to 206-764-6817, or mailed to: Seattle District Corps of Engineers, Attn: CECT-NWS Attn: Francis Eugenio, 4735 East Marginal Way South, Seattle, WA 98134-2329. The purpose of this notice is to gain knowledge of potentially qualified Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Businesss (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 541519 Other Computer Related Services. Depending upon the responses in the small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large business. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $25 million. Responses to this source sought synopsis will be used by the Government to make appropriate acquisition planning decisions. Submittal requirements are listed below. A solicitation is currently not available. This is not a request for proposal and in no way obligates the Government to award any contract. The Seattle District Corps of Engineers has a competitive requirement to provide the Army with a wide rage of services primarily to personnel including help desk support, database development & administration, web services, programming services, data analyst services, technical library services, data entry services, Oracle and Maximo database administration, and emergency support. The contractor must also provide application support and assistance for Geographical Information Systems (GIS) and Computer Aiding Drafting (CAD) for the Army. Consequently, the contractor will be working with Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Army Information Assurance (AIA) requirements. This project contains a base year plus 4 option years with a price range from $2,500,000.00 to $16,000,000.00. SUBMISSION REQUIREMENTS: Response to this notice shall include company name, address, DUNS or CAGE number, point of contact, size of business pursuant to NAICS and must respond to the following questions: 1) Is your business a small business under NAICS code 541519 Other Computer Related Services? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described above: 1) Provide three examples of projects similar to the type of work described above. 2) For the relevant example projects requested, indicate whether you were the prime or a subcontractor. If you were the prime, indicate what percentage of the work you performed. If you were a subcontractor, identify your role in the contract and why that role is relevant.
