- DESCRIPTION: This notice is provided for informational purposes ONLY. ATTENTION ALL FORMAL COMMUNICATION RELATED TO THE SOURCES SOUGHT MUST BE DIRECTED TO JONI SWAIM, CONTRACTING OFFICER, CCAM-AL-B, VIA EMAIL: JONI.SWAIM@US.ARMY.MIL, FAX: 256-955-9237. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The U.S. Army Contracting Command, Aviation and Missile Command Contracting Center is seeking information from sources who possess capability to provide overall total logistics management services for all Chinook CH-47 D/E/F/G Forward Rotor Blades, Aft Rotor Blades, and blade containers. Sources must be qualified approved sources who have a manufacturing specifications, possess the full range of skills and knowledge of H-47 rotor blade repair history, possess all detailed technical data, blade designs, design parameters, and can recommend reliability improvements based on technological and design upgrades, be familiar with specific H-47 blade repair methods whether light, medium or heavy. Sources must have specialized and required equipment and tooling both to manufacture and repair blades and containers. Sources must possess the approved repair requirements and constraints, possess approved test procedures and conduct test processes required for blades manufacture/overhaul, have ability to whirl blades on an approved whirl tower, ability to track, balance and test CH-47 blades prior to any placement on a US owned aircraft. Sources must possess an AMCOM approved Critical Safety Item (CSI) program, approved frozen planning, conduct vendor auditing, hold critical characteristic reviews with flowing down to all requirements for overhaul and repair activities of CSI items. Sources must possess an approved fatigue test methodology; have experienced manufacturing data and design engineers for testing and manufacturing operations. Sources must possess required equipment, knowledge and the ability to strip, dry, and paint blades, must have a fully approved method for utilizing depots and have an operational organic supply repair facility prior to contract award, be able to aid in the determination of blades and container repair or replacement. Sources must be fully capable of providing engineering support, ability to perform continuous improvement of CH-47 components through analysis of failed components/assemblies and application of design changes to address and resolve any obsolescence/discrepancies. Interested sources must have the capability to provide new or overhauled blades in substantial quantities (estimated at 40 per month) and sustain this production/overhaul monthly rate and keep all identified Authorized Stockage Levels (ASLs)/ inventories filled to meet demands. Contractor must access to the Armys Logistics Modernization Program (LMP) to successfully conduct worldwide logistical support functions and provide 24 hour 7 day a week total logistics and supply management of blades and containers to adequately meet worldwide demands in a Performance Based Logistics arena. Sources are required to provide successful, economical, efficient and timely accomplishment of the subject effort for logistics management of blade and container and inventories (again to include: manage, issue, procure new spares, overhaul, and repair, provide supply chain management, meet demands, transport and be able to store forward/aft blades worldwide) in accordance with the priority rating to meet Army demands and performance metrics of 65% and ramping up and achieve a 90% Demand Fill Rate (DFR), meet repair turn-around time frames metric, and a metric to burn down all known back orders, while meeting Authorized Stockage List (ASL) levels for the Chinook forward and aft rotor blades, and blade containers at all identified worldwide locations. NOTE: The Government does not have adequate technical data for this service. All sources interested must meet prequalification requirements in order to eligible for consideration. Firms that recognize that they can provide this service in the form of total logistical support for the management of the Forward and Aft Blades, and associated Blade containers are encouraged to seek source approval in order to compete for future solicitations.
