Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and guidance of FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposal number N61339-10-T-0001. This number is for tracking purposes only. Solicitation documents and incorporated clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 611512 - Flight Training. The SBA size standard in number of employees is 500. Naval Air Warfare Center, Training Systems Division (NAWC TSD) intends to contract, on a NON-COMPETITIVE basis, with Survival Systems USA, Inc., 144 Tower Avenue, Groton, CT 06340-5326 for the purchase of quantity 14 modular shallow water egress trainer systems/supplies for periods 16 November 2009 - 1 July 2010 respectively. The proposed contract action resulting from this synopsis/solicitation for a commercial product is the Government's intent to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competititve procurement, and for information purposes of future procurements.
