- The Architect of the Capitol (AOC) intends to solicit offers in response to Request for Proposal (RFP) RFP100002 for Computer Aided Facilities Management System (CAFM) support services at the AOC in Washington, DC. The AOC is responsible to the United States Congress for the maintenance, operations, development, and preservation of the United States Capitol Complex, which includes the U.S. Capitol Building, the congressional office buildings, the Library of Congress (LOC) buildings, the U.S. Supreme Court building, the U.S. Botanic Garden, the U.S. Capitol Power Plant, and other facilities. The agency currently employs more than 2000 personnel. The AOC is currently using TMA systems for the facility management software. The application went “live” in May 2006 and is currently being used in all jurisdictions of the AOC. Some jurisdictions have CAFM coordinators that oversee the day to day usage of TMA in their shops. These coordinators also review data flow process in their jurisdictions. The subject requirement will be procured as a full and open competition. The contractor shall furnish all necessary equipment, personnel, and services to support the AOC with expert level consulting in the use of the TMA application. The contractor shall also provide assistance with data collection, bar coding assets, data implementations, and execution. The contractor may be required to provide CAD/GIS support. All drawings are required to be submitted in Microstation format. The contractor shall provide CAFM database management services for the continuous implementation of the TMA modules in the following AOC jurisdictions: U.S. Supreme Court, Capitol Grounds, Botanic Gardens, Design Services, Security Programs (U.S. Capitol Police Buildings), Construction Division, and General Administration. All work shall be performed on a time and materials basis in accordance with the statement of work incorporated in the request for proposal that will be provided at time of solicitation issuance. The awarded contract will consist of a 12 month base period with three (3) 12-month option periods. The applicable North American Industry Classification System (NAICS) code is 541513. The Small Business size standard is $25 million. This RFP will be issued in electronic format only and will be available on or about 27 Nov 2009 on Federal Business Opportunities (www.fbo.gov).
